"Plan 12" contributes to crime prevention and ensuring traffic safety and order

Road Traffic Police Team No. 2 (CGT Department, Provincial Police) focused its forces on implementing "Plan 12".

Quang Ninh is a place where many major festivals take place, with many attractions attracting a large number of tourists to visit and experience, resulting in a rather complicated situation of traffic safety and crime. Therefore, the Provincial Police have established special working groups in key areas to improve the effectiveness of crime prevention and ensure traffic safety and order (referred to as Plan 12).

Over the past 13 years since its establishment, the task forces implementing "Plan 12" have promoted a sense of responsibility, resolutely fought against and suppressed crimes and violations of the law. The task forces implementing "Plan 12" have regularly arranged forces and vehicles to patrol in closed areas in key areas. From there, they have promptly detected, prevented and handled violations of the law; many traffic participants with suspicious signs have been checked and received appropriate punishments. In particular, through patrols, the task forces of the special topic have discovered many wanted subjects in the process of hiding; organizing illegal entry; cases with positive drug test results; young people gathering, illegal racing and alcohol concentration exceeding the permitted standard...

In 2024, officers and soldiers of the working groups implementing "Plan 12" of the Provincial Traffic Police Department proactively developed plans, deployed, detected and handled 4,250 violations, fined nearly 13.273 billion VND, revoked 823 driving licenses, and detained 3,021 vehicles. In particular, the main violations were: Violating alcohol concentration in 1,825 cases; not wearing helmets in 2,009 cases; having drugs in the body in 3 cases; changing the vehicle structure (exhaust modification) in 4 cases...

2025 is the year of Party congresses at all levels, leading up to the 14th National Party Congress and ensuring absolute safety for major national holidays, political, cultural and social events taking place in the area. It is forecasted that during the holidays, the traffic volume of people and vehicles participating in traffic in Quang Ninh will increase, especially on key national highways, gateways to the province, event areas, tourist attractions and urban centers. In order to ensure absolute safety, smooth traffic and control traffic accidents, the Traffic Police Department of the Provincial Police has proactively developed a plan to arrange forces, vehicles, technical equipment, and mobilize maximum forces on duty on key routes, areas, and areas where major events are held.

In particular, 5 working groups have been established to implement "Plan 12" to patrol 24/7 to strengthen patrols, control, and strictly handle violations that are the main causes of traffic accidents such as: Violating alcohol and drug concentrations; speeding; not wearing helmets; running red lights; driving in the wrong lane...

The task force implementing "Plan 12" arrested a group of young men driving motorbikes without license plates, without helmets, and without driving licenses in Ha Long City (May 3, 2025).

During the peak campaign, in addition to patrolling and handling, the Traffic Police force will step up propaganda and widely disseminate information on traffic safety and order through mass media and digital platforms. The propaganda content closely follows the new regulations of Decree 168/2024/ND-CP, promoting propaganda on violations that are the main causes of traffic accidents; informing the results of investigations and handling of serious accidents and publicizing traffic diversion plans, prohibited routes, and prohibited times for people to understand and comply when participating in traffic.
