Plan for arranging cadres and civil servants in 34 new provinces and cities

The total assigned staff of the 52 provinces and cities implementing the arrangement is 937,935 people. The Ministry of Home Affairs has just sent the Government a proposal on the project to merge provincial-level units in 2025, which includes a plan to improve the organizational structure and arrange cadres, civil servants, and public employees.

After the arrangement, the maximum number of provincial-level cadres, civil servants and public employees must not exceed the total number of cadres, civil servants and public employees before the arrangement.

According to the report, the Ministry of Home Affairs has appraised 23 project dossiers to arrange the 52 provinces that must be merged this time.

After the arrangement, the whole country has 34 provinces and cities including 6 centrally-governed cities: Hanoi, Hai Phong, Hue, Da Nang, Can Tho and Ho Chi Minh City.

28 provinces including Lai Chau, Dien Bien, Son La, Lang Son, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Ninh Binh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Vinh Long, Dong Thap, Ca Mau, An Giang.

There are 11 provincial administrative units that do not carry out the arrangement, including: 10 provincial administrative units that meet the standards according to regulations: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh; 1 province that does not meet the standards but has special factors is Cao Bang.

Ho Chi Minh City organizes a maximum of 15 departments and equivalents.

Regarding the arrangement plan, the Ministry of Home Affairs said that it will consolidate the organizational apparatus with the Party and mass organizations, and will establish provincial and municipal Party Committees after the arrangement on the basis of consolidating the number of Party members and Party organizations under the provincial and municipal Party Committees before the arrangement.

The draft project also raises the issue of appointing the Party Executive Committee of the province and city after being arranged according to the regulations on decentralization of cadre management and instructions of the Central Committee.

In addition, the Vietnam Fatherland Front Committee of the new administrative unit after the rearrangement will be established on the basis of merging the Vietnam Fatherland Front Committees of the previous administrative units. The consolidation, arrangement of the organizational structure and operation of provincial-level socio-political organizations after the rearrangement will be carried out according to the instructions of competent authorities.

Regarding the government sector, the provincial level has only the People's Council and the People's Committee. In which, the People's Councils of the following provinces will arrange to establish 3 committees: Legal Committee, Economic - Budget Committee, and Cultural - Social Committee. For provinces with many ethnic minorities, an additional Ethnic Committee can be established.

The People's Council of the city directly under the Central Government establishes 4 committees: Legal Committee, Economic - Budget Committee, Cultural - Social Committee and Urban Committee.

For equivalent departments and agencies, merge departments and agencies with similar functions and tasks. For some specialized agencies under the provincial People's Committee (not uniform among provinces and cities implementing the arrangement), basically keep the same organizational model and functions, tasks, organizational structure and staffing.

After the arrangement, the provincial People's Committee will organize a maximum of 14 departments and equivalent. Ho Chi Minh City alone will organize a maximum of 15 departments and equivalent.

The unified principle is to maintain the public health and education units in the area. Other public service units under the Provincial People's Committee and under departments and agencies shall follow the instructions of competent authorities.

Total staff after arrangement is 937,935 people.

According to the Ministry of Home Affairs, the total assigned staff of 52 provinces and cities implementing the arrangement is 937,935 people (including: 37,447 cadres, 130,705 civil servants, 769,783 public employees).

After the arrangement, the maximum number of cadres, civil servants and public employees at the provincial level must not exceed the total number of cadres, civil servants and public employees (number present) at the provincial level before the arrangement and the streamlining of the payroll must be carried out in conjunction with restructuring and improving the quality of the cadres, civil servants and public employees, ensuring that within 5 years, the arrangement is basically in accordance with regulations.

After the provincial-level local government comes into operation, the Government Party Committee coordinates with the Central Organizing Committee, provincial and municipal Party Committees directly under the Central Government and relevant agencies based on the population size, natural area, functions, tasks and powers of the provincial-level local government to develop job positions and submit them to the competent authority to assign civil servant and public employee payrolls to the locality.
