Khuong Dinh Ward:

The project to invest in the construction of technical infrastructure around the Re Quat area (Khuong Dinh ward) was approved by the Hanoi People's Committee in 2014 and assigned for land clearance work starting in 2017. However, after 10 years, the project has still not "started," causing a waste of resources and directly affecting the lives of the people.

According to documents provided to reporters from Hanoi Moi Newspaper by the Investment and Infrastructure Management Board of Khuong Dinh Ward People's Committee, the project involves the acquisition of a total land area of ​​15,343.5 m², affecting 102 households in two wards: Ha Dinh and Thanh Xuan Trung (formerly); 254 members of the Ha Dinh Service Cooperative; and two water wells, H3 and H8, of the Ha Dinh Water Plant. The total compensation and resettlement support is expected to amount to tens of billions of VND.

Prior to the implementation of the two-tiered administrative system, the People's Committee of Thanh Xuan District (formerly) had only completed compensation for 15 out of 102 households, covering an area of ​​856.8 m², with compensation payments exceeding 3.7 billion VND, and for 8,085 m² of agricultural land belonging to 254 cooperative members, with compensation payments exceeding 13.6 billion VND. The remaining 87 out of 102 households, along with 2 water wells belonging to the Ha Dinh Water Plant, have yet to be fully resolved, causing the project to stall.

The cause of this situation has been identified as obstacles in land clearance, especially in determining land ownership, developing compensation and resettlement plans, etc., despite repeated directives and urgings from the City People's Committee. To date, after nearly a decade of stagnation, the project to build technical infrastructure around the Re Quat area has not only caused significant waste of land resources and budget, but also affected urban order and the lives of people in the surrounding area. Many plots of land within the planned area have become overgrown with weeds, causing environmental pollution and posing potential safety risks. Residents in the area are frustrated because they cannot build or repair their houses due to their land being affected by the planning.

Public opinion is questioning: Why has a relatively small-scale, essential infrastructure project dragged on for nearly 10 years without completing land clearance? Which level of government or unit is responsible for this delay? This delay has left many negative consequences, with budget funds tied up in incomplete land clearance costs, land left fallow, and people's lives severely affected.

Speaking with a reporter from HanoiMoi Newspaper, Vice Chairman of Khuong Dinh Ward People's Committee Luu Dinh Luong said: Due to the complex land ownership history of the families, with many cases involving unauthorized buying, selling, and transferring of land among themselves, the Ward People's Committee had to conduct a review to determine the land use origin of the households subject to land clearance. This was done to determine compensation and resettlement support prices for submission to competent authorities for approval. According to the plan, the Khuong Dinh Ward People's Committee will carry out land clearance for the remaining 87 cases in the fourth quarter of 2025, so that the project can be implemented soon, bringing practical benefits to the community and avoiding the prolonged waste currently occurring.
