On December 26, the South Korean military affirmed that it had never considered staging artillery attacks on North Korea in response to the launching of garbage balloons.

The Joint Chiefs of Staff (JCS) issued the statement, denying media reports that former Defense Minister Kim Yong Hyun and members of his inner circle may have prepared for such an attack in response to North Korea's balloon-launching campaign this year.
"The military maintains a state of fire readiness to immediately take counter-battery measures against provocations. The military has never considered actual artillery strikes in a situation where balloons contain garbage," the statement said.
Earlier, during the investigation into South Korean President Yoon Suk Yeol's failed martial law declaration on December 3, police found a notebook belonging to a former intelligence chief detailing a plan to "incite North Korea to attack" at the de facto maritime border between the two countries.
Regarding South Korea-North Korea relations, on December 26, Seoul imposed new sanctions against Pyongyang.
The sanctions list includes 15 North Korean IT workers and one entity involved in what South Korea says are illegal activities, such as cyber attacks to earn foreign currency to fund Pyongyang's weapons development (nuclear-missile) program.
