Circular 29 of the Ministry of Education and Training, regulating supplementary tutoring, takes effect from today, February 14, 2025. Readers of Thanh Nien Newspaper have expressed diverse opinions on this issue.

Parents in Le Minh City believe that "hotline numbers for handling tutoring issues in each locality should be publicized so that people can report problems."

A user named Lao Ban wrote: "Tutoring has long been a social trend and a primary source of income for many teachers, so there will certainly be many distortions after Circular 29 comes into effect. Therefore, increased inspection and supervision are needed to ensure the circular is effective."

Parent Kien Le frankly stated: "Why do teachers allow students to fall behind in their studies and have to take extra classes right from elementary school?... Circular 29, although issued late, is, I think, necessary now so that children can have what is called a childhood, happiness with their families, and fairness in the classroom."

Reader Ha Nguyen agrees: "Ending extra tutoring at the primary school level is absolutely right. Many teachers in the classroom and at schools force children to take extra classes. We welcome the ban on extra tutoring."

A reader named Khanh Nguyen quoted opinions from a Thanh Nien newspaper article on how to manage tutoring after February 14, 2025, when Circular 29 on tutoring officially comes into effect : "Many teachers are asking to rent rooms at centers to open tutoring classes, or inquiring about whether they can collaborate with centers to legitimize their tutoring classes... A center owner specializing in preparing students for competency assessment exams in Ho Chi Minh City said: 'Many teachers even approach centers to discuss using the center as a cover to maintain their tutoring activities'... Some public school teachers may find ways to circumvent Circular 29, such as transferring from private tutoring to tutoring centers. In that case, teachers can leak exam questions to the center and suggest students register for classes with other teachers, but still have access to the questions beforehand. Furthermore, teachers may later find ways to open their own centers to carry out this more systematically. There are many loopholes that the Circular has not yet addressed." We hope that the authorities will continue to supplement and maintain strict regulations in the long term, instead of just "catching and releasing" them as needed.

Readers hope for strict, serious, and long-term management of tutoring and supplementary classes in the future.

Parent Thanh Pham shared: "It seems that teachers who used to teach extra classes for money are concerned about the ban on extra classes, but as a parent, I think the Ministry of Education and Training's ban on extra classes for money from students they teach in regular classes is completely correct. Teachers have the right to teach wherever they want. And the centers that organize these classes here are registered businesses and pay taxes, so everyone has the right to work to earn money."

A reader with the username Ba Lê commented that the current management and inspection of extracurricular tutoring is insufficient. Furthermore, authorities should investigate the joint ventures and partnerships between educational institutions and centers teaching subjects like native English and life skills, because "I see no benefit, only a burden on parents."

From a different perspective on tutoring, user Ngoc Thanh Su shared: "Banning tutoring makes things difficult for teachers, but ten times more difficult for parents. The authorities are cutting the symptoms without addressing the root cause. The curriculum is heavy and constantly changing. In reality, without extra tutoring from teachers, it's very difficult for parents to guide their children at home, because the education their parents received was different from what they receive now. The actual needs of the people regarding tutoring need to be thoroughly considered..."

Reader Dang Bao shared his thoughts: "Every year, textbooks change and curricula are constantly being revised, leaving teachers and students feeling lost in a maze. If teachers' salaries were high, no one would need to give extra lessons, and the constantly changing curriculum makes it difficult for students to keep up. That's why they have to take extra classes..."
