According to the Department of Culture, Sports and Tourism, 13/13 district-level localities in the province have so far basically arranged land funds to build cultural and sports facilities; 75/171 communes, wards and towns have cultural houses, 103 communes and wards have established commune-level cultural and sports centers, and 1,448/1,452 villages and areas have cultural houses.
In recent years, people in the province have effectively used cultural and sports institutions to become local community tourism destinations, through cultural identities and values at cultural and natural ecological institutions to attract domestic and foreign tourists to visit and experience such as: Dao Ethnic Culture Conservation Center in Bang Ca Commune, Tay Ethnic Culture and Sports Area in Tien Yen District...
With the motto of focusing on grassroots activities, taking improving the quality of people's lives as the goal, in recent times, Ha Long City has always paid attention to investing in building a system of cultural and sports facilities to contribute to meeting the needs of cultural activities and physical training for the people.
Currently, the city has a city cultural house; library; comprehensive sports hall; 11/32 communes and wards have independent commune and ward cultural houses, 5 commune cultural houses are being used in combination with village cultural houses, the remaining 16 communes and wards use commune and ward cultural houses as multi-purpose halls shared with the halls of the People's Committees of communes and wards. The whole city has 237 cultural houses used for 243 villages and areas in the area; 95/243 village and area cultural houses have their own sports facilities or are equipped with facilities to serve sports activities for people in villages and neighborhoods, partly meeting the needs of entertainment, health training, and physical improvement for people.
Cam Pha is also a locality that pays special attention to investing and gradually perfecting the system of cultural and sports institutions from the city to the grassroots, meeting the needs of cultural enjoyment, entertainment, recreation, and sports of local people. Every year, the city reviews, develops plans, and allocates investment capital to perfect grassroots cultural and sports institutions, ensuring that 100% of villages and areas have cultural houses. Cultural houses and neighborhood sports areas are built spaciously, with relatively good facilities and equipment.
In addition to budget resources, socialization work has been well implemented. From there, a large number of resources have been mobilized from the people to build and perfect the system of grassroots cultural and sports institutions. For example, the community playground of Dong Tien 1 area (Cam Dong ward) was invested in and built entirely from socialized capital. Previously, this area was just an empty lot, with littered waste causing environmental pollution. Faced with that situation, the neighborhood Party cell met to discuss and agree to build a community playground, which was supported by the people. With capital mobilized from the people, units, and businesses, at the end of 2024, the community playground of the area was completed in the common joy of the people in the area.
In addition to the achieved results, the system of grassroots cultural institutions of Cam Pha City still has difficulties and limitations such as: The current wards have high population density and small land area, so there is no land to plan the construction of commune-level cultural and sports centers; wards and communes do not have halls and stages to organize cultural, artistic and sports activities, and only use them together with the halls of the People's Committees of wards and communes.
According to statistics from the Department of Construction, in the province, only 43/171 commune-level cultural houses meet standards. In some localities, the planned land area for cultural and sports facilities is still low, not meeting the prescribed criteria. Some village and area cultural houses have been degraded, the small area does not meet the demand. Operational equipment and facilities for children have not been invested in synchronously; sports centers are mainly vacant land that have not been invested in and built completely according to regulations. In the whole province, 103/171 communes, wards and towns have established management boards, some places assign cultural officers to hold the position concurrently, so the efficiency of operations is not high...
