QP Company Limited (Vietnam) located in Thanh Liem district has nearly 600 employees. This is a 100% Singaporean invested enterprise, specializing in the production of greeting cards, invitations and toys made from paper. In order for employees to feel secure in their work and stay with the enterprise, the union has done a good job of advising and proposing to the enterprise's leaders to implement policies and regimes for employees; fully pay the fund according to the law. Mr. Vu Van Thang, Vice Chairman of the company's union, said: The 2% union fund is the basic source that determines the current union's activities. As a foreign invested enterprise, all financial activities and union fund contributions are seriously implemented by the leaders. The use of this fund is always public and transparent, focusing on activities of visiting and giving gifts to employees on holidays, Tet, when they are sick or have unexpected difficulties; organizing monthly birthday parties for employees; Organize cultural and sports exchange activities... Thereby, encouraging employees to work enthusiastically, contributing to the development of the business.
Together with QP Company Limited (Vietnam), the payment of trade union fees has been carried out relatively seriously by agencies, units and enterprises in Thanh Liem district. The Standing Committee of the District Labor Federation has focused on leading and directing the effective implementation of the collection, disbursement and management of trade union finances, implementing thrifty and appropriate spending, focusing funds on organizing emulation and reward movements, propagandaand education work, social activities, developing union members, and establishing grassroots trade unions. The District Labor Federation and its affiliated grassroots trade unions have seriously carried out the work of estimating and settling trade union finances in accordance with regulations. Trade unions at all levels have strengthened inspection and supervision of the collection, disbursement and management of trade union finances at units; linking the collection, disbursement and management of trade union finances with emulation and reward work. Every year, the collection of union fees for administrative units of the district reaches 100%, enterprises with union organizations reach nearly 90%, enterprises without union organizations reach 20%; 100% of grassroots trade unions collect union fees according to regulations.
At the Provincial Industrial Parks Trade Union, the annual revenue from trade union finances reaches over 90% of the amount to be collected, meeting and exceeding the target assigned by the Provincial Federation of Labor. Right from the beginning of the year, the Provincial Industrial Parks Trade Union organized a conference to deploy regulations and guidelines on the management and use of trade union finances of the Government and the Vietnam General Confederation of Labor to its affiliated grassroots trade unions; guided grassroots trade unions in making estimates, preparing reports on trade union financial revenue and expenditure; organized training on trade union finance for chairmen, vice chairmen, and accountants of grassroots trade unions. At the same time, focused on urging grassroots trade unions to pay trade union fees in the production and business sector through the Vietnam Trade Union account; Implementing the provision of operating funds for the grassroots trade union and fully paying obligations to the Provincial Federation of Labor according to regulations... Thanks to the good implementation of the collection and expenditure of trade union finances, the provincial industrial park trade unions effectively maintain activities to care for and support union members and workers in difficult circumstances, cultural and sports activities to improve the spiritual life of workers, with an amount of several billion VND each year.
In recent times, the Provincial Federation of Labor has made great efforts in managing trade union finances and assets; guiding trade unions at all levels to actively urge the collection of union funds and dues, ensuring the achievement of assigned targets. As a result, every year, the Provincial Federation of Labor has completed the trade union financial budget. The work of spending trade union finances ensures the right purpose, savings and efficiency, meeting the political tasks of the trade union organization and the welfare of union members. The programs "Tet Sum Vay", "Tet Union Market", Workers' Month... have become highlights in trade union activities, creating a wide spread in society. The proportion of spending on movement activities and caring for union members and workers in the whole province accounts for 60% of the total spending in the years. On the occasion of Lunar New Year 2025 alone, the Provincial Federation of Labor and the direct superior trade union at the grassroots level presented 17,026 gifts, 260 bus tickets, organized 23 trips to bring 550 workers whose hometowns are more than 150 km away to their hometowns for Tet with a total amount of more than 10.6 billion VND; provided support for the construction of 7 "Union Shelters", worth 50 million VND/house for union members with difficult housing circumstances. At the grassroots level, nearly 70,000 union members and workers received gifts.
Trade union finance is an important task, especially in the context of the whole system being reorganized and streamlined, and trade union organizations are no exception to that task, so in order to ensure resources to maintain trade union activities, trade union funds are the financial "backbone" for trade union organizations to exist and operate stably as well as focus on taking care of the welfare of union members and employees. Therefore, the Trade Union Law 2024, which takes effect from July 1, 2025, continues to maintain the current level of trade union fund contributions. Accordingly, agencies, organizations, and enterprises pay trade union funds equal to 2% of the salary fund as the basis for social insurance contributions for employees. This is an important resource to ensure both the welfare of employees and promote harmonious, stable, and progressive labor relations in enterprises. The Executive Committee of the Vietnam General Confederation of Labor also issued a Resolution on "Focusing resources on caring for the welfare of union members and workers in the new situation", which sets a goal of spending at least 60% of total expenditure from trade union financial resources to care for the welfare of union members and workers by 2030.
In the coming time, the Provincial Federation of Labor will continue to direct trade unions at all levels to strengthen the management of trade union finances, focusing on the task of collecting trade union fees to create resources to improve the quality of trade union activities; step up propaganda and mobilize enterprises to strictly implement regulations on deducting and paying trade union fees; organize training courses to improve professional qualifications, skills and vocational skills for staff working in trade union finance; promptly reward and set examples for agencies, units and individuals who comply well with regulations on trade union finance and asset management. At the same time, continue to innovate the methods of collecting, paying and managing trade union finances and assets in the direction of increasing the application of information technology, applying digitalization, actively implementing the collection of business sector fees through the Vietnam Trade Union account, creating transparency in the collection of trade union fees. Trade unions at all levels need to proactively balance the annual budget used, allocate expenditure items in accordance with regulations; The organization must ensure that expenditures are in accordance with the regime, standards, and norms, and especially prioritize expenditures for activities aimed at the grassroots, caring for and protecting union members and workers.
