On June 21, the People's Committee of Quang Ngai province sent a document requesting the Ministry of Culture, Sports and Tourism to consider and approve the plan, allocate the central budget and assign agencies and units under the Ministry to preside over the survey, exploration, excavation and salvage of the underwater cultural heritage recently discovered in Quang Ngai .
After discovering underwater artifacts in the sea of Phuoc Thien village, Binh Hai commune, Binh Son district, the People's Committee of Quang Ngai province directed the Department of Culture, Sports and Tourism to preside over and coordinate with the Department of Finance and relevant agencies and units to develop a plan to survey and explore underwater cultural heritage; at the same time, directed the Provincial Border Guard Command, the Provincial Police and the People's Committees of Binh Son and Ly Son districts to effectively implement safety protection work, increase patrols, protect the area and prevent illegal salvage of artifacts in the area.
Regarding the survey and exploration of underwater cultural heritage in the Binh Son sea area, Quang Ngai province previously took the lead in organizing and allocating local budgets to conduct surveys, exploration, excavation and salvage of underwater cultural heritage in the sea area of Chau Thuan Bien village, Binh Chau commune in 2012 and 2013; in the sea area of Vung Tau, Binh Son district in 2014. In 2017 and 2018, the Ministry of Culture, Sports and Tourism took the lead in organizing and allocating central budgets to conduct surveys, exploration, excavation and salvage of underwater cultural heritage in the Dung Quat sea area, Binh Son district.

The survey, exploration, excavation and salvage of underwater cultural heritage in the sea area of Binh Hai commune, Binh Son district in 2023 is an emerging task. At the same time, the local budget and the team of archeological officials and experts are still limited, so Quang Ngai province cannot ensure the effective implementation of this task in 2023.
Therefore, the People's Committee of Quang Ngai province requested the Ministry of Culture, Sports and Tourism to consider and approve the plan, allocate the central budget and assign the agencies and units under the Ministry to preside over the survey, exploration, excavation and salvage of underwater cultural heritage in the sea area of Phuoc Thien village, Binh Hai commune.

According to the survey plan, underwater heritage exploration in the sea area of Phuoc Thien village, Binh Hai commune, the expected exploration time is 15 days, area 10,000m2 . The location of the ancient shipwreck is 3 nautical miles from shore, water depth is about 60m, in an area with strong ocean currents.
The vehicles include a floating barge positioned at the construction site, installing construction equipment, a 7-seat car, machinery, technical equipment and materials for survey and exploration work.
Surveying by using divers combined with diving robots, using high-power underwater spotlights combined with surface cameras to record the current status of the seabed area to be surveyed.
