The commune has focused on overcoming shortcomings in facilities, technical infrastructure, and machinery and equipment to enhance the application of information technology and digital transformation in government operations according to the new model: Completing shared platforms, standardizing and connecting important databases; improving the quality of online public services; at the same time, strengthening propaganda and raising people's awareness of science , technology, innovation and digital transformation (S&T) development in the process of operating the two-level local government model.

Ms. Vo Thi Hien, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Binh Son Commune, said that in addition to the achieved results, the People's Committee of Binh Son Commune is still facing some difficulties and obstacles in the implementation process. Although the number of computers ensures 1 computer/1 person, most of the devices have low configurations, not meeting the requirements in the current period. The administrative procedure settlement system, the electronic one-stop system and the civil registration system are not synchronized, the online file processing system is slow and congested, leading to sometimes slow results for citizens; the arrangement of specialized human resources in information technology and digital transformation still faces many difficulties...

The Commune People's Committee has made a number of proposals and recommendations to the Ministry of Science and Technology and related units, including: Organizing training courses, training, professional development for officials and civil servants working in digital transformation at the commune level; having solutions to shorten and simplify the process of processing records on the public service portal; recommending the Provincial People's Committee to pay attention to allocating investment funds and upgrading information technology infrastructure for the commune level; directing telecommunications enterprises to continue to ensure technical infrastructure and human resources to support agencies and units in the process of implementing digital transformation at the local level.
According to the Working Group, the Commune People's Committee has researched and implemented the tasks assigned to the commune-level government, transferred functions and tasks from the district level to the commune level in the field of science and technology, and urgently established a Community Digital Transformation Team to promptly meet the people's requirements... At the same time, the Department of Science and Technology of Quang Ngai also closely supported, dispatched IT and digital transformation staff to support the commune, regularly oriented the contents related to the application of information technology and digital transformation in the implementation of tasks.
The working group requested the People's Committee of Binh Son commune to: (1) Continue to closely follow to effectively implement the contents that have been assigned authority to the commune level and the functions and tasks of the specialized agencies on science and technology, innovation and digital transformation at the commune level; closely follow the regulations of the industry and field to perform the assigned tasks...; (2) Develop specialized human resources in science and technology, innovation and digital transformation at the commune level; (3) The Department of Science and Technology advises the Provincial People's Committee to continue to strengthen technical equipment to meet the requirements of digital transformation, training, professional training for commune officials to meet the requirements of implementing new tasks; (4) The functional units of the Ministry are ready to support professional contents, share data information, organize training, professional training...
Focus on building a two-level, interconnected and synchronous digital administration
At the working session of the Ministry of Science and Technology Delegation with the People's Committee of Quang Ngai province, Mr. Nguyen Quoc Huy Hoang, Deputy Director of the Department of Science and Technology of Quang Ngai reported on the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, national innovation and digital transformation and related contents of the implementation of Decree 132/2025/ND-CP and Decree 133/2025/ND-CP regulating decentralization and delegation of powers in the field of state management of the Ministry of Science and Technology.

Currently, Quang Ngai has deployed shared systems to serve the operation of two-level local government. Basically, the provincial agencies have deployed key systems, such as: Official email system; Integrated data sharing platform (LGSP); Document management and operation software system; Provincial administrative procedure settlement information system; Provincial electronic information portal; Provincial reporting information system; Provincial video conferencing system; Digital signature.

100% of administrative procedures are checked, integrated, tested and provided with a list of online public services on the National Public Service Portal. Proactively compile a list of administrative procedures providing online public services and propose a list of administrative procedures regardless of administrative boundaries; propose to reduce 30% of processing time for administrative procedures in the field of production and business activities.
The Provincial People's Committee has urgently issued Decisions announcing the list and internal procedures for handling administrative procedures according to the Decisions of the Ministry of Science and Technology: No. 1442/QD-BKHCN dated June 24, 2025, No. 1466/QD-BKHCN dated June 25, 2025, No. 1625/QD-BKHCN dated July 4, 2025 to ensure the implementation of administrative procedures according to the assigned and decentralized tasks.
The Provincial People's Committee issued Plan No. 21/KH-UBND dated August 9, 2025 on training, fostering, and professional training for provincial and commune-level civil servants to perform newly decentralized and delegated tasks in the field of standards, measurement, and quality in the province.
The Department of Science and Technology deploys the contents under the responsibility, advisory and management authority of the Department of Science and Technology to communes, wards and Ly Son special zone: Functions, tasks and powers of specialized agencies under the People's Committee at the commune level and decentralization and division of authority when organizing two-level local government.

In general, Quang Ngai actively and promptly deployed important shared information systems serving the operations of two-level local governments, basically operating stably, creating favorable conditions for the arrangement of government organizations and maintaining uninterrupted administrative operations. However, the locality still faces some difficulties in:
Infrastructure, especially for providing online public services, physical facilities and machinery systems sometimes still have problems during operation and exploitation. Most of the computers in communes are old, causing difficulties in handling work for cadres, civil servants and public employees at the grassroots level. Resources from the local budget are limited, making it difficult to ensure the implementation of advanced information security solutions.
Changing people's habits in using digital tools requires time and human resources; digital transformation human resources in provincial state agencies are still limited and most of them are part-time.
The processing speed of the National Public Service Portal is slow, often crashes, leading to a long time in receiving and performing file processing steps, affecting the progress of administrative procedure processing.
On that basis, Quang Ngai has proposed a number of solutions in the coming time, such as: Focusing on building a two-level digital administration system that is connected and synchronized throughout the system; upgrading and perfecting local databases, integrating with national databases. Continuing to urge and guide communes, wards, and special zones to arrange investment funds, replacing old equipment and infrastructure to ensure better handling of administrative procedures at one-stop-shop departments at all levels. Promoting connection and sharing of digital infrastructure; expanding broadband coverage (4G, 5G, fiber optic) throughout the province, especially in remote areas; Continuing to implement training programs, fostering knowledge and expertise in digital transformation, information technology for officials, civil servants, and public employees of the province, training on digital skills for people, etc.
At the meeting, Quang Ngai made a number of proposals and recommendations: Competent authorities should consider issuing policies to deploy and support Community Digital Technology Teams nationwide; mechanisms for developing BTS station infrastructure (such as developing electricity infrastructure).
Regarding the implementation of digital platforms, Quang Ngai proposed that the Ministry of Science and Technology urge ministries and branches to soon widely publicize the List and implementation plan of national digital platforms, shared digital platforms of sectors, fields and regions so that localities have a basis for implementation; Integrate and unify into a single, shared system for the convenience of the grassroots; Continue to pay attention to upgrading and perfecting shared information systems, infrastructure and user interfaces when submitting online public services on the National Public Service Portal, in order to meet the process of handling and synchronizing work and records. At the same time, it is recommended that ministries and branches continue to study and promote decentralization and delegation of authority to localities in the right to exploit and use specialized software currently managed and operated by central ministries and branches to help localities conveniently monitor and supervise the number of records arising and the status of records being processed on specialized software at the Public Administration Service Centers at the provincial and communal levels.

Members of the working group from functional units of the Ministry of Science and Technology answered, guided, and shared specific contents directly related to the authority and scope of management assigned to the Ministry of Science and Technology. The working group also shared and guided some professional contents related to the implementation of tasks that have been decentralized, delegated, and assigned authority from the central to local levels.
The delegation highly appreciated the proactiveness and determination of Quang Ngai province in directing, operating and achieving initial results in operating the two-level government apparatus; the application of information technology and digital transformation in operating the apparatus; and the implementation of administrative procedures to serve people at the provincial and communal public administrative service centers. It is noteworthy that important shared information systems serving the activities of the two-level local government have been actively deployed, creating favorable conditions for the arrangement of government organization and maintaining uninterrupted administrative activities to serve the people. The provincial leaders have been urgent and determined in directing and implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation, and Plan No. 02-KH/BCĐTW of the Central Steering Committee on science and technology development, innovation and digital transformation to promote interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system.
