Quang Tri reaches the finish line early in eliminating temporary and dilapidated houses

TPO - The success of the program to eliminate temporary and dilapidated houses lies not only in specific numbers but also in the crystallization of compassion, community spirit, political will and belief in a better future. This is the fulcrum for Quang Tri province to continue implementing social security programs, sustainable poverty reduction, new rural construction and comprehensive development.

On June 26, Mr. Nguyen Long Hai - Secretary of the Provincial Party Committee, Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Quang Tri Province, said that up to now, the whole province has completed all the set targets, 2 months ahead of schedule compared to the plan set for August 30, 2025. "This achievement is the result of the drastic and synchronous participation of the entire political system, along with the cooperation and consensus of the business community and the people," Mr. Hai shared.

For the group of households with meritorious services and relatives of martyrs, the province has supported the construction and repair of 2,374 houses, reaching 100% of the target; of which, 342 houses were newly built and 2,032 houses were repaired. For the group of poor and near-poor households with temporary and dilapidated houses, the province has supported the construction and repair of 7,486 houses, exceeding the plan by 41.5%.

Of these, 1,860 houses were completed in the 2023-2024 period under the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses", and have been put into use since the beginning of 2025. In 2025 alone, Quang Tri province has built 4,603 new houses, of which 4,261 have been completed and put into use; the remaining 342 are in the process of completion. At the same time, the province has repaired 1,023 houses, reaching 100% of the annual plan, of which 764 houses have been completed, the remaining 259 houses are continuing to be completed.

Quang Tri province applies support policies flexibly, suitable for each target group and regional characteristics. Specifically, households with meritorious services are supported with a minimum of VND 100 million/newly built house and VND 30 million/repaired house. Poor and near-poor households are supported with VND 60 million/newly built house in the plains and VND 70 million/repaired house in the mountainous areas; repaired houses are supported with VND 30 million/house.

Chairman of the Vietnam Fatherland Front Committee of Quang Tri Province Dao Manh Hung said that the total budget for implementing the Program is 607.4 billion VND, of which housing support for people with meritorious services is 95.1 billion VND; housing support for poor and near-poor households is 512.3 billion VND. Resources for implementing the program are mobilized from the central budget, local budget and socialized sources.

In particular, nearly 450 billion VND was mobilized from socialization, accounting for about 87% of the total capital, with active contributions from central ministries, branches, enterprises, banks and people. Central capital is allocated through national target programs such as sustainable poverty reduction; socio-economic development of ethnic minority and mountainous areas.

In the context of budget difficulties, Quang Tri province still prioritizes allocating funds from the local budget to implement the program, demonstrating a high sense of responsibility towards the people. The issuance of Resolution No. 70/NQ-HDND has contributed to supplementing the support level, ensuring progress and improving the quality of housing projects.

After the Provincial Steering Committee issued Plan No. 01 to implement the Program to eliminate temporary and dilapidated houses in the area by 2025, agencies, units and localities proactively developed detailed plans, clearly assigning responsibilities and progress for each specific stage.

The province has implemented the program in three peak periods from January to June 2025, ensuring flexibility and suitability to the actual situation in the locality. 100% of districts, towns and cities have selected key communes to start construction simultaneously, creating a vibrant competitive atmosphere and spreading a strong spirit of action throughout the province.

The implementation process is carried out according to the principle of "households that meet the conditions will be implemented first", without waiting for the entire list to be completed, to ensure progress, efficiency and timely handling of problems arising at the grassroots level. The Head of the Provincial Steering Committee and members of the Steering Committees at all levels, the Vietnam Fatherland Front Committees at all levels have conducted many field inspections, promptly removed difficulties, and closely monitored the progress and quality of the project.

In particular, the authorities focus on areas with a large number of houses, remote areas, especially disadvantaged communes, and places where there are still problems with land use planning and granting land use right certificates...
