On May 13, the Department of Education and Training of Quang Tri informed that it had compiled the dossiers for considering the promotion of professional titles for preschool and general education teachers and sent them to the Department of Home Affairs of this province for appraisal. This is an important step to submit to the Provincial People's Committee to issue the Project for promoting preschool and general education teachers in 2025.

Previously, at the 28th session of the Quang Tri Provincial People's Council, term VIII, 2021-2026, voters reported that the organization of the upgrading exam for preschool teachers was slow, affecting the legitimate rights of qualified teachers. Voters requested to organize the exam or consider upgrading preschool teachers soon.
Quang Tri Department of Education and Training said that in 2021, the Provincial People's Committee organized the review of professional title promotion for teachers at all levels according to the Project attached to Decision No. 3484/QD-UBND dated December 17, 2019. As a result, 711 teachers were promoted from grade III to grade II, including 315 preschool teachers. As for the promotion from grade IV to grade III, the province has decentralized it to localities to implement.
As of June 30, 2024, Quang Tri province has not had any preschool teachers who have achieved grade I. The number of grade II teachers is 1,030 (accounting for 33.6%), grade III is 2,021 (accounting for 65.9%) and 15 people are not eligible for promotion (accounting for 0.5%). Compared to other levels of education, the percentage of preschool teachers holding the title of grade II or higher is quite low.
According to the Department of Education and Training of Quang Tri, the delay in organizing the promotion review comes from many reasons, such as the regulations on the structure of professional titles in public service units are not clear, causing confusion for localities in implementation; the circular guiding the organization of promotion review has not been issued in time according to the new Decree of the Government, causing a lack of legal basis for implementation; the work of advising on the development of projects and plans for promotion review in some agencies and units is still lacking in initiative and determination.
"Currently, the Ministry of Home Affairs has issued Official Dispatch No. 64/BNV-CCVC dated January 5, 2024 guiding the determination of the structure of civil servant and public employee ranks. The Provincial People's Committee has also issued Decision No. 2533/QD-UBND dated October 17, 2024 approving the list of job positions and professional title standards for civil servants in public educational institutions. The Department of Education and Training will coordinate with the Department of Home Affairs and localities to advise on the promotion of teachers at all levels to ensure policies and benefits for teachers," said the Quang Tri Department of Education and Training.
The Department of Education and Training of Quang Tri is completing documents to submit to the Provincial People's Committee to issue a Project to promote preschool and general education teachers in 2025, expected to be completed before May 15, 2025.
