On the evening of May 14, the Investigation Police Agency of Phu Yen Province announced that it had issued a decision to prosecute and execute an order to temporarily detain Mr. Tran Kim Quyen (47 years old, Principal of the Central College of Industry and Trade, under the Ministry of Industry and Trade , headquartered in Phu Yen), on charges of violating accounting regulations causing serious consequences.
From 2018 to 2024, as Principal of the Central College of Industry and Trade, Mr. Quyen directed the school's Chief Accountant Nguyen Thi Hong Nguyen (49 years old) and treasurer Nguyen Thi Huyen (45 years old) to omit from the financial accounting books many sources of service revenue and some other career activities with a total amount of nearly 5.5 billion VND.

Of the money left off the books, Mr. Quyen and his two associates illegally used more than 2.4 billion VND, most of which was spent on entertaining guests, sightseeing, New Year greetings, sending envelopes...
According to the Investigation Police Agency, the actions of Mr. Quyen and his subordinates violated the provisions of the Law on Accounting, the Law on VocationalEducation , the Law on Value Added Tax and violated accounting regulations, causing serious consequences.
Previously, at the end of April 2025, the Investigation Police Agency of Phu Yen Province prosecuted and temporarily detained Nguyen Thi Hong Nguyen and Nguyen Thi Huyen, on the same charges as above.
The decisions to prosecute the accused and the arrest warrant for the Principal of the Central College of Industry and Trade and two subordinates were approved by the People's Procuracy of Phu Yen province according to the provisions of the law on criminal procedure.
