Ho Chi Minh City: Reviewing student policies to ensure consistency after merging Binh Duong and Ba Ria-Vung Tau

On May 22, the Office of the Ho Chi Minh City People's Committee announced the conclusion of Vice Chairwoman of the City People's Committee Tran Thi Dieu Thuy at the meeting of the Steering Committee for the 2025 High School Graduation Exam and the Steering Committee for the 2025-2026 school year entrance exams.

Accordingly, after listening to the report of the Department of Education and Training of Ho Chi Minh City and the opinions of the meeting participants, Vice Chairwoman of the City People's Committee Tran Thi Dieu Thuy concluded and directed as follows:

For the Department of Education and Training: Ensure that the exam is organized in accordance with regulations, strictly implement the exam regulations and guidance documents of the Ministry of Education and Training; complete contingency plans for all situations, especially in the stages of exam preparation, printing, transporting exam questions and papers, invigilation and grading.

Strengthen supervision and technical support, establish rapid response teams, ensure the security of information technology systems serving enrollment and exams; strengthen inspection and supervision of all stages of the exam, and strictly handle violations.

Maintain the continuous operation of the hotline in the primary school admission work to promptly answer questions from candidates and parents, and at the same time monitor, observe and study situations to prepare for the following school years when the two-level local government comes into operation.

The Ho Chi Minh City People's Committee assigned the Department of Education and Training to proactively coordinate and review the policies currently applied to students after the merger.

Appraise and submit to the Chairman of the City People's Committee for consideration the establishment of Binh Tri Dong B High School (Hoang The Thien High School) to promptly deploy enrollment in the 2025-2026 school year.

In particular, continue to study solutions foreducation management suitable for the two-level local government model; propose plans to increase the number of civil servants, study the conditions and standards of personnel in charge of education work at the local level.

Actively coordinate with the Department of Education and Training of Binh Duong and Ba Ria - Vung Tau provinces to review the policies currently applied to students; propose adjustments after the merger if there is no consistency.

Report the results of organizing the exams to the City People's Committee according to regulations.

For relevant departments and branches: Based on their assigned functions and tasks, departments and branches are requested to proactively coordinate closely with the Department of Education and Training to ensure the maximum essential conditions for the exam: Security and order, stable power grid, smooth information system, safe tree management, flood prevention, food hygiene and safety, medical services and funding sources... At the same time, prepare response plans when unexpected situations occur and promptly report to the City Steering Committee on arising issues to ensure the exam is organized safely, seriously and effectively.

For the People's Committee of Thu Duc City and districts: Direct departments, offices, affiliated units and local authorities to proactively coordinate with the Department of Education and Training in the work of primary school enrollment and exam organization; mobilize police, medical and traffic forces in the area to ensure security and order, traffic flow, and regulate parents' pick-up and drop-off; monitor weather developments to promptly respond to situations of heavy rain and flooding; promptly support people and candidates and report arising issues to the City Steering Committee.
