Universal preschool education has been discussed a lot.

On the afternoon of May 22, the National Assembly discussed in groups draft resolutions related to tuition exemption and support for preschool children, general education students, and those studying generaleducation programs; and universalizing preschool education for preschool children from 3 to 5 years old.

Speaking at the discussion session, delegate Nguyen Thien Nhan, former Secretary of the Ho Chi Minh City Party Committee, expressed that "this is the happiness of the nation". According to him, preschool education is extremely important, the period from 3 to 5 years old is the foundation for building a class of developing students.

"If families tighten their belts to send their children to school, the government should also tighten its belts to some extent to support students to go to school, in order to build high-quality human resources to develop the country," said Mr. Truong Trong Nghia.

Recalling his time as Minister of Education and Training , Professor Nguyen Thien Nhan said that the universalization of preschool education was discussed a lot. In the end, due to limited budget, it was decided to universalize preschool education for 5-year-olds.

Humanitarian policy, the whole country is waiting

According to Mr. Nhan, the exemption and reduction of tuition fees and the implementation of universal education for preschool students demonstrate the concern of the Party and the State, and do not wait until the country is rich to do so. "This shows the care for future generations, for the future development of the country," said Mr. Nhan.

Besides, exempting or reducing tuition fees and universalizing preschool education will help families reduce some of their financial burden.

“Currently, we are encouraging families to have two children. However, when considering having children, many families often worry about finances to raise and educate their children, so they do not dare to have children. Therefore, exempting or reducing tuition fees helps reduce financial pressure so that families can have two children,” said Mr. Nhan.

Meanwhile, delegate Truong Trong Nghia (HCMC delegation) said that the country is developing so doing this is necessary.

“If families tighten their belts to send their children to school, the government should also tighten its belts to some extent to support students to go to school, in order to build high-quality human resources to develop the country,” said Mr. Nghia.

Sharing the same view, delegate Tran Hoang Ngan (HCMC delegation) expressed that the people of the whole country are very happy when the Party and State have a policy of exempting tuition and hospital fees, aiming at the happiness of the people. "This is a humane policy, the people of the whole country support it and look forward to its early implementation," said Mr. Ngan.

At the discussion session in groups, taking note of the proposed opinions, Minister of Education and Training Nguyen Kim Son said that a detailed project will be developed and carefully evaluated for implementation.

Regarding the proposal to limit the collection of other fees in schools, Mr. Son said that extra teaching and learning in schools only applies to three groups of students, including weak students, cases of nurturing excellent students, and students preparing for graduation exams.

According to regulations, the school does not collect tuition fees for these three groups. In principle, this is the school's responsibility. In addition, Mr. Son said that the General Secretary has directed the Ministry of Education and Training to develop a plan to organize a second class for students, and the ministry is implementing and applying this plan from the new school year.
