National Assembly Delegate: Families with conditions that do not receive tuition support need a mechanism for refund

(NLDO) - That is the view of National Assembly delegates when discussing the tuition exemption and support policy expected to be implemented from the 2025-2026 school year.

On the afternoon of May 22, continuing the 9th session, the National Assembly discussed in groups the Draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying generaleducation programs at educational institutions in the national education system.

Discussing at the Ho Chi Minh City group, Lieutenant General Nguyen Minh Duc, Deputy Chairman of the National Assembly 's Committee on National Defense, Security and Foreign Affairs, assessed that this is a policy that demonstrates humanity, the superiority of the regime, ensuring consistent implementation of policies, and fairness in access to education.

He emphasized that the draft resolution has covered the beneficiaries of the policy, from public to private schools. In Mr. Duc's opinion, the policy covering the beneficiaries is very good, but in reality, there will be families with children studying in private schools with good economic conditions, they are very grateful for the State's policy of supporting tuition fees and wish not to receive that support, or to transfer it to other cases that are more necessary.

Regarding this issue, delegate Nguyen Minh Duc said that the draft resolution needs to design regulations to implement this in practice. He emphasized that in those cases, they all highly appreciated the policies of the Party and State, but they wanted the support money to go to cases that really needed it more.

Also concerned about this issue, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that this is also the reality that Ho Chi Minh City has implemented when implementing the COVID-19 support policy. According to Mr. Phan Van Mai, at that time, many families acknowledged the city's support and wanted to transfer that support to more disadvantaged people.

According to Mr. Phan Van Mai, regarding the issue of tuition exemption and support, for high-income families with children studying in private schools, they may also want to transfer that support to more suitable subjects. Therefore, it is necessary to study and design regulations to ensure that the policy reaches all subjects, but also have a mechanism for students to not receive the support, which is also their way of contributing to education in general.

Delegate Nguyen Thi Viet Nga (Hai Duong delegation) is concerned about the issue of fairness between public and non-public school students and between educational models in the national education system.

Under the current proposal, public school students would be exempt from all tuition fees, while students at non-public institutions would receive tuition support, with the funding provided directly to the learners.

However, in reality, tuition fees at non-public schools are often much higher than those at public schools, because they do not receive investment in facilities and salaries from the state budget.

According to Ms. Nga, if there are no specific regulations, it could lead to a situation where a student at a non-public school receives higher tuition support than the tuition exemption for a student at a public school. This is something that needs special attention to avoid policy paradoxes and ensure fairness in accessing budget resources.

Therefore, she proposed to clearly stipulate the principle that the tuition support level for non-public students must not exceed the tuition exemption level at corresponding public educational institutions in terms of grade level and location.

At the same time, to effectively implement this policy, the State needs to develop and promulgate standard tuition fees for each level of education and each school year - as a basis for calculating appropriate exemption and support levels, consistent between school types and between localities.
