The National Assembly has just voted to pass a pilot resolution on a number of specific mechanisms and policies for social housing development, with an approval rate of 96.44%. This is an important step to institutionalize the Party's major policies, promptly remove bottlenecks in the implementation process, and at the same time, open up resources for housing investment for low-income people, workers, civil servants and vulnerable groups.
The National Assembly agreed that the Resolution will take effect from June 1, 2025. The contents that need detailed regulations will take effect from July 1, 2025, in order to facilitate early implementation in practice and quickly resolve urgent needs of the people.

The summary report of Minister of Construction Tran Hong Minh clearly stated the contents of the acceptance, explanation and revision of the draft Resolution according to the review opinions of the Committee on Law and Justice, opinions of National Assembly deputies and conclusions of the National Assembly Standing Committee.
The Resolution stipulates piloting a number of specific mechanisms and policies for social housing development nationwide, such as the National Housing Fund; assigning investors, approving investment policies, and assigning investors without bidding for investment projects to build social housing and housing for the people's armed forces that do not use public investment capital.
The resolution also adds that the beneficiaries of social housing policies are individuals affected by administrative unit rearrangements. At the same time, it empowers localities to proactively identify beneficiary groups based on actual conditions such as regions, traffic infrastructure, and travel distance.
In addition, the scope of subjects is expanded to include enterprises, state agencies, political organizations, and socio-political organizations that are allowed to rent social housing to arrange for officials, civil servants, public employees, and workers. This creates conditions for workers to feel secure in their work and stay long-term with their workplace.
A major highlight of the Resolution is the spirit of radical administrative reform, demonstrated through the strong reduction of administrative procedures in investment and construction of social housing. The main idea is to shift from pre-inspection to post-inspection, combined with increased supervision, in line with the direction of Resolution 68-NQ of the Politburo.
Firstly, the procedures for bidding to select investors and approving investment policies according to the provisions of the law on investment are not carried out. Instead, the assignment of investors is carried out without bidding, which helps to cut about 200 days, equivalent to 70% of the implementation time.
Second, there is no requirement for the step of establishing, appraising, and approving detailed planning tasks, saving an additional 65 days compared to current regulations.
Third, eliminate the procedure for appraising the Feasibility Study Report at the specialized construction agency. With different project scales, this content helps shorten from 15 to 35 days.
Fourth, it is not mandatory to conduct an open bidding process in selecting construction contractors, but to apply a shortened bidding process. This saves an additional 45 to 105 days depending on the previous bidding method.
Fifth, exemption from construction permits for cases applying sample designs and typical designs, helping to shorten the time from 20 to 30 days depending on the type and level of construction.
Sixth, there is no requirement for appraisal of selling prices and lease-purchase prices at the provincial professional agency. Instead, the investor can develop and approve prices, organize an audit after completing the project, and send the documents to the professional agency for inspection. This saves at least 30 days.
In particular, the Resolution assigns the Government the responsibility to clearly stipulate mechanisms to prevent loopholes, corruption, negativity, and policy profiteering; at the same time, strictly control and inspect the quality of social housing before putting it into use.
