On the morning of November 13, with over 90.5% of delegates in agreement, the National Assembly passed the Resolution on socio-economic development 2026.

The National Assembly has resolved to strive for economic growth of 10% or more in 2026, with GDP per capita reaching 5,400-5,500 USD. Inflation is controlled at around 4.5%. These targets are higher than the estimated figures this year, with economic growth of over 8% and GDP per capita of around 5,000 USD.

The National Assembly also set a target for the proportion of processing and manufacturing industry in GDP to reach about 24.96%. The average consumer price index (CPI) growth rate is about 4.5%.

The National Assembly identified 2026 as the first year of implementing the 5-year socio-economic development plan 2026 - 2030, entering the era of rising up to develop richly and prosperously for the nation. The National Assembly requested the Government and relevant agencies to continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, public debt, and state budget deficit within prescribed limits. Monetary and fiscal policies must be flexibly and reasonably expanded, with focus, targeting production and business sectors, and controlling credit in potentially risky sectors.

Enhance strategic autonomy, innovate development models with a focus on establishing a new growth model, taking science and technology, innovation and digital transformation as the main driving force; restructure the economy, promote industrialization and modernization associated with effective accounting thinking in national development; improve productivity, quality, resilience and competitiveness of the economy.

Synchronously complete and make strong breakthroughs in building economic and social infrastructure, effectively exploiting new development space. Focus on developing high-quality human resources. Develop culture and society closely and harmoniously with economic development; prioritize ensuring social security and improving people's lives.

15 targets on the 2026 socio-economic development plan approved by the National Assembly:

1. Strive for a growth rate of gross domestic product (GDP) of 10% or more.

2. GDP per capita reaches 5,400-5,500 USD

3. The proportion of processing and manufacturing industry in GDP reaches about 24.96%.

4. The average consumer price index (CPI) growth rate is about 4.5%.

5. Average social labor productivity growth rate is about 8.5%.

6. The proportion of agricultural labor in the total social labor force is about 25.3%.

7. The rate of workers with degrees and certificates is about 29.5%.

8. The unemployment rate among urban age groups is below 4%.

9. The poverty rate (according to multidimensional poverty standards) decreased by 1-1.5 percentage points.

10. The number of doctors per 10,000 people is about 15.3 doctors.

11. Number of hospital beds per 10,000 people reached 34.7 hospital beds.

12. Health insurance participation rate reached 95.5%.

13. The rate of communes meeting new rural standards (according to the National Criteria for new rural areas at all levels for the period 2026-2030) reaches at least 15%.

14. The rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%.

15. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is 95%.
