Today (May 31), the National Assembly discussed in the hall the additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2022 and the first months of 2023.

The National Assembly will spend the whole day discussing in the hall the supplementary assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023.

The session was televised and broadcast live on Vietnam Television, Voice of Vietnam Radio , and Vietnam National Assembly Television.

* Previously, on the morning of May 25, National Assembly deputies also discussed in groups the contents submitted to the National Assembly for comments, including additional assessments of the socio-economic situation in 2022 and the socio-economic situation in the first months of 2023.

The majority of delegates proposed that the Government have breakthrough solutions and direct and manage the economy resolutely and strongly to achieve the GDP growth target of 6.5% for the whole year of 2023.

* At the opening session of the 5th session of the 15th National Assembly, authorized by the Prime Minister, Deputy Prime Minister Le Minh Khai presented a supplementary assessment report on the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023. In particular, the Government has proposed 10 main groups of tasks and solutions to strive to complete the targets assigned by the National Assembly.

Accordingly, in a very difficult context, Vietnam still achieved the goal of stabilizing the macro economy, controlling inflation, promoting growth, ensuring major balances of the economy; achieved and exceeded 13/15 planned targets, many of which were better than the numbers reported to the National Assembly, such as: GDP in 2022 increased by 8.02% (reported as 8%);...

Total export turnover reached 371.3 billion USD (reported as 368 billion USD); trade surplus reached over 12.4 billion USD (reported as about 1 billion USD).

National defense and security are strengthened; national sovereignty is maintained; social order and safety are ensured; foreign affairs and international integration are enhanced and effectively promoted; Vietnam's prestige and international position continue to be enhanced.

Deputy Prime Minister Le Minh Khai also pointed out a number of limitations and difficulties, including 2 targets that have not been achieved as planned; disbursement of public investment capital and implementation of a number of policies under the Socio-Economic Recovery and Development Program and 3 National Target Programs have not met requirements; planning work is still slow; many enterprises face difficulties in mobilizing and accessing capital, production and business costs increase, export product markets are narrowed;...

The Government's report also frankly acknowledged the shortcomings, limitations, difficulties and challenges. That is, GDP growth in the first quarter of 2023 (reaching 3.32%) was lower than the same period last year (5.03%); Our large, traditional export markets have narrowed.

State budget revenue tends to decrease; Newly registered FDI capital decreased by 17.9%; Administrative procedure reform and improvement of the investment and business environment, despite many efforts, have not yet met requirements.

The implementation of some policies of the 3 National Target Programs and the 2% interest rate support policy under the Socio-Economic Recovery and Development Program is still slow; Labor quality at times and in some places does not meet market demand.

Life for a part of the people is still difficult, especially in remote areas, ethnic minority areas, border areas, islands...

Deputy Prime Minister Le Minh Khai pointed out the causes of the above limitations and drew 5 lessons on leadership, direction and administration; focusing on closely following reality, respecting reality, taking reality as a measure; Promoting the spirit of self-reliance and self-improvement; the more difficult and challenging it is, the more efforts must be made to rise up; Maintaining strict discipline, promoting decentralization and delegation of power along with resource allocation; At the same time, taking people and businesses as the center, the subject, the driving force and goal of development.
