National Assembly discusses draft Law on Teachers

BBK - On the morning of May 6, continuing the program of the 9th Session of the 15th National Assembly, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly discussed in the Hall a number of contents with different opinions of the draft Law on Teachers.

At the meeting, Chairman of the Committee on Culture and Society Nguyen Dac Vinh presented a report explaining, accepting and revising the draft Law on Teachers. Accordingly, the draft has been shortened to 9 chapters and 46 articles (4 articles less than the draft presented at the 8th Session), demonstrating the spirit of innovation in legislative thinking, ensuring stability and conformity with the authority of the National Assembly .

Discussing in the hall, National Assembly delegates basically agreed with the content of the revised draft. Many contributions focused on specific policies for teachers who are ethnic minorities; preferential treatment policies for teachers working in ethnic minority areas, remote areas, and areas with particularly difficult socio -economic conditions; recruitment policies to develop teachers who are ethnic minorities; policies to attract and train teachers who are ethnic minorities to build and develop a team of teachers who are long-term attached to ethnic minority and mountainous areas.

Regarding the regulations on the method of recruiting teachers, some opinions say that the mandatory regulation of "must have pedagogical practice" is unreasonable, this requirement causes difficulties for recruiting units in the context of a large number of candidates and is unnecessary because pedagogical students have already had pedagogical practice in the training program. Therefore, it is proposed to flexibly choose the recruitment method according to the regulations in Decree 85/2023/ND-CP of the Government .

Regarding the transfer and assignment of teachers, there are suggestions to clarify the role of State management agencies in coordinating with heads of educational institutions, avoiding localism in recruitment and assignment, and at the same time recommending the addition of specific mechanisms for autonomous public educational institutions and international cooperation in teacher recruitment.

Reflecting the reality of teachers "staying in the countryside", delegates agreed with the regulation that "teachers who have worked in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions for 3 years or more from the time of recruitment, must be transferred by the educational institution where the teacher works and the competent educational management agency". However, the regulation that "the destination agrees to accept" as in the draft Law will be a barrier for teachers who have worked for many years in difficult areas and wish to transfer to work closer to their families. If the principal approves the acceptance or not, teachers working in mountainous areas will not be able to transfer. Therefore, it is necessary to assign local educational management agencies to mobilize and rotate to places lacking or surplus so that teachers "staying in the countryside" can return closer to home and have conditions to take care of their families.

At the discussion session, Minister of Education and Training Nguyen Kim Son directly explained and accepted many contents raised by delegates, demonstrating a spirit of openness and listening to continue perfecting the bill.

In her concluding remarks, Vice Chairwoman of the National Assembly Nguyen Thi Thanh highly appreciated the sense of responsibility, frankness and enthusiasm of the delegates. She emphasized that the Law on Teachers will be a breakthrough in improving the quality of the team and promoting the cause of education and training innovation.

The Vice Chairman of the National Assembly also requested that the agency in charge of the review closely coordinate with the drafting agency and relevant agencies to urgently study, absorb and thoroughly and fully explain the opinions of the National Assembly Deputies, and report to the National Assembly Standing Committee to submit to the National Assembly for consideration and approval of the draft Law on the afternoon of June 11 according to the agenda of the Session./.
