According to the Vietnam National Assembly Electronic Information Portal, speaking at the Session, National Assembly Chairman Tran Thanh Man stated that, implementing the Party's policy, on May 6, 2025, the National Assembly decided to amend and supplement a number of articles of the 2013 Constitution and established a Committee to draft amendments and supplements to a number of articles of the Constitution.
The Committee has organized research on the draft resolution, organized to collect comments from the people and sectors and levels on the draft resolution. After one month of organizing to collect comments, there were 280,226,909 comments, the approval rate was 99.75%. Based on the results of synthesizing the opinions of the people and the opinions of the National Assembly deputies, the Committee has urgently organized research, received, and explained fully and thoroughly to complete the draft Resolution amending and supplementing a number of articles of the Constitution to submit to the National Assembly for approval at this Session.

National Assembly Chairman Tran Thanh Man emphasized that the session marked a historic milestone. Over the past time, under the attention and close and timely direction of the Party Central Committee, the Politburo , the Secretariat, and directly General Secretary To Lam, the amendment and supplementation of a number of articles of the Constitution has become a widespread political activity, demonstrating the spirit of mastery, promoting collective intelligence, responsibility and patriotism of all classes of people.
At the National Assembly forum alone, the draft resolution was discussed by National Assembly deputies in groups and three times in the hall, demonstrating the caution, seriousness, openness and responsibility of the National Assembly in general and each National Assembly deputy in particular for this important work.
“It can be affirmed that the amendment and supplementation of a number of articles of the Constitution has ensured the prescribed procedures and processes, ensured the requirements on progress, diversified the forms for people to contribute opinions, promoted substantive democracy, and prepared National Assembly deputies to express their opinions at an important historical moment of the country,” affirmed National Assembly Chairman Tran Thanh Man.
National Assembly Chairman Tran Thanh Man requested that specialized agencies proactively coordinate to submit to the President for signing the Order to promulgate the Resolution amending and supplementing a number of articles of the 2013 Constitution and is expected to hold a press conference on the afternoon of June 16, 2025 to announce the President's Order to promptly inform voters and people nationwide.
Previously, presenting a summary of the Report on explanation, acceptance and revision of the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, Vice Chairman of the National Assembly Nguyen Khac Dinh, Vice Chairman of the Drafting Committee on Amendments and Supplements of a Number of Articles of the 2013 Constitution (the Committee) said: After each time of acceptance and revision, the content of the draft Resolution has been increasingly improved. Initially, the Committee proposed to amend and supplement 08/120 articles and clauses of the 2013 Constitution, but after studying the very accurate, reasonable, logical, logical comments, and convincing arguments from agencies, organizations, people, experts, scientists and National Assembly deputies, the Committee proposed to accept and only amend and supplement 05/120 articles and clauses, retaining 03 articles to continue implementing according to the provisions of the current Constitution.
The contents that remain the same as now are the regulations on consulting the people when establishing, dissolving, merging, dividing, and adjusting the boundaries of administrative units (Clause 3, Article 110); regulations on "local government" and "local government levels" (Articles 111, 112, and 114); on the right to question of People's Council delegates (Clause 2, Article 115). At the same time, the Committee also accepted and revised all 5/5 articles and clauses proposed for amendment and supplementation in the Constitution and the implementation provisions and transitional provisions in the draft Resolution, ensuring consistency and unity in both content and technical expression.
The contents that the people and National Assembly deputies have commented on but have not been accepted have all been researched, considered, specifically explained and fully reported to the National Assembly.
