Contribute people's efforts to pave the way to the new rural finish line

Without waiting for resources from higher levels, many households in Bao Yen district have proactively donated land, money, and labor to build rural roads. Clean and beautiful concrete roads not only change the appearance of the countryside, but also open up opportunities for sustainable economic development.

Transportation is one of the most difficult criteria to implement in the National Criteria for New Rural Development, because road construction requires large capital, complex construction techniques, and directly affects the rights of the people. However, with the determination of the government and consensus from the grassroots, Bao Yen district is gradually turning "difficult things" into reality.

In Bao Ha commune, a nearly 100-meter concrete road in Bong 4 village has just been completed, although it only serves the travel needs of 3 households. To build this road, in addition to 2 tons of cement supported by the State, each household voluntarily contributed more than 10 million VND. There was no massive mobilization or compulsion, the road construction was carried out based on the agreement between households and technical support from the commune government.

Mr. Trieu Duc An, Bong 4 village (1 of 3 households participating in road construction) shared: My family is an agricultural worker, the economy is not abundant, but when there was a policy to build a road, I did not hesitate to respond immediately. Previously, the dirt road was muddy when it rained, transporting agricultural products was very difficult, there was a season when cinnamon was peeled, motorbikes could not transport it out, we had to wait for the sun to rise, which affected the quality of the products. Since this road was concreted, cars can go right into the yard to buy agricultural products, we are very happy.

Mr. An's story is not an isolated one. In Bao Vinh village, Bao Ha commune, 4 households together contributed more than 200 million VND and nearly 100 square meters of land to open a nearly 300 meter long, 2.5 meter wide road leading to a small hamlet on the hillside. The valuable thing is that among these 4 households, 1 household is in difficult circumstances, the remaining 3 households agreed to contribute part of the cost so that the whole hamlet can have a convenient road.

“The investment is large, each household tries their best so that the whole neighborhood can benefit. Now that there is a road, there is no need to worry about slipping when it rains, children can go to school, and the elderly can go to the doctor more conveniently” - Ms. Pham Thi Thuy, one of the households that contributed to the road construction shared.

The spread of the rural road construction movement in Bao Vinh stems from the exemplary and transparent spirit of village and hamlet cadres - people who are close to the people, close to the people, and understand the people. They not only mobilize and propagate, but also directly participate in each stage, from survey, design, supervision to construction. From the end of 2024 to now, the people of Bao Vinh village have contributed more than 300 million VND and thousands of square meters of land to build nearly 3 km of concrete roads in alleys and inter-households. The initiative of the people not only brings socio-economic efficiency, but also contributes to eliminating the "waiting and relying" mindset that existed before.

Mr. Vu Van Doanh, Secretary of Bao Vinh village Party Cell, said: We determined that if we want people to participate, village cadres must take the lead. The village does not charge more than the people can afford. Only labor is hired for work that cannot be done, and only labor is mobilized for work that people can do. In particular, all contributions, costs, and construction are made public, clear, and transparent, so people trust and are willing to contribute their efforts and money.

In fact, in many other communes of Bao Yen, the biggest barrier is not money or land, but the mentality of waiting for full support from the State. Many households once refused to donate land because they thought that "roads belong to the State, the State must do it". Only when they witnessed the effectiveness and benefits of transportation did they gradually change their thinking and voluntarily contribute to extending the roads. Authorities at all levels of Bao Yen district are also flexible in mobilizing resources, especially for roads passing through steep terrain, complex soil and rocks, requiring specialized techniques and machinery. In the condition of limited machinery and techniques at the grassroots level, the district has proactively coordinated equipment, supported materials, and arranged human resources to help people effectively carry out the projects.

According to statistics from the Economic, Infrastructure and Urban Affairs Department of Bao Yen district, from 2022 to now, the locality has deployed 163 rural and inner-city traffic routes, with a total length of over 360 km, in which people donated about 156 hectares of land, contributed tens of billions of VND and thousands of working days. By the end of May 2025, 14/16 communes of the district had completed the traffic criteria in new rural construction. The remaining two communes, Xuan Hoa and Bao Ha, are being accelerated, expected to be completed in June, bringing Bao Yen closer to the goal of meeting the standards of a new rural district.

Concrete roads replacing slippery, muddy trails are the clearest evidence of infrastructure development and more importantly, people's belief in correct policies and the spirit of solidarity "State and People work together", gradually bringing Bao Yen closer to the new rural destination.
