On the morning of September 5, in Da Nang city, Vice Chairman of the National Assembly Nguyen Duc Hai and Vice Chairman of the Lao National Assembly Sommad Pholsena co-chaired the seminar "The role of the National Assembly in formulating and implementing socio-economic development policies."

Through this, the National Assemblies of the two countries shared experiences and practical lessons in building and implementing socio-economic development policies, continuing successful activities within the framework of the Cooperation Agreement between the two National Assemblies signed in May 2022.

Speaking at the seminar, Vice Chairman of the National Assembly Nguyen Duc Hai suggested that the agencies of the National Assembly and the Government, and National Assembly deputies of the two countries exchange practical experiences in each country, and actively discuss to clarify and clarify issues of mutual concern.

The information and lessons learned from the seminar will be useful and practical for each country in building or continuing to perfect effective mechanisms and policies to serve socio-economic development. The Vietnamese people are proud to have a close neighbor, the brotherly people of Laos.

Mr. Nguyen Duc Hai affirmed that the Vietnamese National Assembly will coordinate more closely with the Lao National Assembly, continue to inherit and promote cooperation experiences and results, and actively contribute to consolidating and developing the special friendship, solidarity, trust, and comprehensive cooperation between the two Parties, States, and peoples.

On behalf of the Lao National Assembly Delegation, Vice President of the Lao National Assembly Sommad Pholsena congratulated the 79th anniversary of Vietnam's National Day (September 2, 1945 - September 2, 2024). He said that the delegation's visit and working session this time was to exchange experiences with the Vietnamese National Assembly on attracting foreign investment; social credit policies; especially cooperative development, and building the Law on Cooperatives.

Mr. Sommad Pholsena also suggested that delegates delve into the discussion on the role of the National Assembly in rectifying audit results, especially the audit mechanism, methods and measures; supervising the implementation of the State budget plan; the role of the National Assembly in confirming and examining State investment projects; the division of management between the Central and local governments in concession activities related to land and minerals; policies to attract investment in industrial parks, special economic zones and a number of other issues...

Deputy Chairman of the Economic Committee of the National Assembly of Vietnam Nguyen Dinh Viet informed that after 35 years of attracting foreign investment, Vietnam has achieved great achievements, making positive contributions to the country's development process.

In the period 1988-1990, Vietnam attracted 211 foreign direct investment projects with a total registered capital of just over 1.6 billion USD. After 35 years, by the end of 2023, there were 39,151 foreign direct investment projects with a total registered capital of over 470 billion USD. It can be said that the economic sector with foreign investment capital has developed rapidly and effectively, becoming an important part of the economy, making a positive contribution to the country's socio-economic development.

Chairwoman of the Vietnam Cooperative Alliance Cao Thi Thu Van shared that by the end of June 2024, the country had 32,688 cooperatives, including 21,991 agricultural cooperatives. The total operating capital of agricultural cooperatives reached VND 14,969 billion; the average income of members and employees reached VND 4.2 million/person/month.

She proposed that it is necessary to continue to improve the legal framework and policies for developing agricultural cooperatives in association with the development of green economy, circular economy, and knowledge economy. At the same time, it is necessary to issue preferential policies on tax and credit for cooperatives investing in green, clean and environmentally friendly technology; build specific support mechanisms for agricultural cooperatives applying production models associated with green economy, circular economy, etc.

The seminar includes 2 sessions: "Developing collective economy and attracting foreign direct investment" and "The role of social policy credit in implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030."
