The Vice Chairman of the Council assists the Chairman of the Council in managing and resolving a number of specific tasks related to the organization and implementation of the Council's tasks as assigned and authorized by the Council; directs the synthesis and development of the Council's annual work program, submits it to the Chairman of the Council for consideration and decision; proposes the Chairman of the Council to chair extraordinary meetings to resolve arising issues, proposals and recommendations from ministries, branches, localities, enterprises, international organizations and development partners. Council members are responsible to the Council Chairman for the content and results of assigned tasks; proactively propose issues within the functions and tasks of the Council and issues related to sustainable development in the areas within the functions and tasks of their agencies and organizations.
Working principles of the Council
The Council operates on democratic principles, promotes the personal responsibility of the leader and implements the conclusions of the Council Chairman; the Chairman, Vice Chairman and Council members are responsible for their decisions and advice in the work of the Council.
The Council's advice and recommendations are discussed collectively and concluded by the Council Chairman.
For large, complex issues, it is necessary to consult experts, scientists and other relevant parties before bringing them to the Council for discussion.
The Council's activities are based on an annual work program approved by the Council Chairman and passed through meetings or written opinions.
When necessary, the Chairman of the Council directs the implementation of research, investigation and survey on issues related to sustainable development to serve the preparation of reports and advisory and consulting work according to the functions and tasks of the Council.
Council members work part-time.
