On June 6, the Government issued Decree No. 61/2024/ND-CP, regulating the awarding of the titles of People's Artist (NSND) and Meritorious Artist (NSUT).
According to regulations, the title of People's Artist is awarded to individuals who meet the standards of loyalty to the Fatherland, comply with the Party's guidelines, policies and laws of the State, and the charters, rules and regulations of agencies, organizations and localities.
People's Artists must have good moral qualities, be exemplary in life, be dedicated to their profession, and have outstanding artistic talent for the honored cultural and artistic genre, industry, or profession.
They must have professional prestige, have made many contributions to the Vietnamese revolutionary cause, and be recognized and admired by colleagues and people.

Regarding the time of working in the professional cultural and artistic fields. People's Artists must work continuously or cumulatively for 20 years or more (or 15 years or more for circus and dance).
Artists are considered for the title of People's Artist when they have been awarded the title of Meritorious Artist, and then continue to meet one of the criteria for domestic or international awards.
The title of Meritorious Artist is awarded to individuals who have worked continuously or cumulatively in the professional cultural and artistic fields for 15 years or more (or 10 years or more for circus and dance). They must also meet one of the criteria according to the award regulations.

Some artists were awarded the titles of People's Artist and Meritorious Artist in the latest award ceremony, which took place in March.
In 2023, the Ministry of Culture, Sports and Tourism (MOCST) reported on a number of shortcomings when drafting a Decree regulating the awarding of the titles of People's Artist and Meritorious Artist.
The subjects considered for the title of People's Artist and Meritorious Artist as stipulated in Decree No. 89/2014/ND-CP need to be amended and supplemented to comply with the provisions of the Law on Emulation and Commendation No. 06/2022/QH15. According to the Ministry of Culture, Sports and Tourism, there are a number of new subjects whose policy impact needs to be assessed according to regulations.
