Regulations on the content and procedures for approving telecommunications numbering and Internet resource planning

The Ministry of Science and Technology has just issued Circular No. 21/2025/TT-BKHCN regulating the content and procedures for approving telecommunications numbering plans, Internet resource plans, and organizing the implementation of planning approval.

Planning content

According to the Circular, the planning of telecommunications numbering and Internet resources includes regulations on names, structures, lengths, and technical features of codes, telecommunications numbers, and Internet resources, ensuring compliance with international planning and availability in telecommunications networks and the Internet.

The list of telecommunications numbering plans includes: international and national number structure planning; national number planning; service code and number planning; technical routing codes and numbers; emergency service numbers, shared numbers; codes and numbers serving public interests, national defense and security.

The list of Internet resource planning includes: planning of Vietnam national domain name ".vn"; planning of Internet address (IP address); planning of network number.

Establish, appraise and approve planning tasks

According to regulations, the planning agency shall develop planning tasks based on the assessment of conditions, resources, socio -economic development status and industry development orientation.

The content of the planning task includes: basis, viewpoint, objectives, scope, objects and key tasks of the planning; draft planning content; time limit, plan and responsibilities of relevant agencies; planning period and method; planning costs and other contents (if any).

After completion, the planning agency shall prepare a Planning Task Submission Form and submit it to the Minister of Science and Technology for approval.

According to the Circular, the Telecommunications Department is the agency that plans the telecommunications numbering system, and the Vietnam Internet Center (VNNIC) is the agency that plans the Internet resources.

Announcement and implementation of planning

Within 15 days from the date the planning is approved, the planning agency is responsible for announcing the planning on the Electronic Information Portal of the Ministry of Science and Technology, on mass media, and disseminating it through conferences and seminars.

As soon as the approval decision takes effect, the planning agency shall organize the implementation and execution of the plan in accordance with the approved content.

Circular No. 21/2025/TT-BKHCN takes effect from November 20, 2025.
