Circular No. 30/2025/TT-BKHCN applies to organizations and enterprises participating in and related to the import of used technological lines, equipment, machinery, and tools serving training, research and development of digital technology products and services; directly serving projects on manufacturing, packaging, and testing semiconductor chips.

6 criteria for used technological lines
According to the provisions of the Circular, used technological lines are allowed to be imported when meeting the following criteria:
1. Not on the list of used, outdated, poor quality, and environmentally polluting technological lines announced by the exporting country.
2. The technology of the technological line is not on the List of technologies prohibited from transfer or restricted from transfer according to the provisions of law on technology transfer.
3. Manufactured according to standards in accordance with the provisions of the national technical regulations (QCVN) on safety, energy saving and environmental protection. In case there is no national technical regulation (QCVN) related to the imported technological line, the technological line must be manufactured according to standards in accordance with the technical specifications of the national standards (TCVN) of Vietnam or the national standards of one of the G7 countries, Korea on safety, energy saving and environmental protection.
4. Capacity (calculated by the number of products produced by the technological line in a unit of time) or remaining efficiency must reach 85% or more compared to the design capacity or efficiency.
5. Consumption of raw materials and energy does not exceed 15% of design.
6. In the case of imported technological lines serving training, research and development of digital technology products and services as prescribed in Clause 4, Article 21 of the Law on Digital Technology Industry, the criteria prescribed in Clauses 4 and 5 of this Article shall not apply.

5 criteria for used equipment, machinery and tools
The Circular also stipulates that used equipment, machinery and tools are allowed to be imported when meeting the following criteria:
1. Not on the list of used, outdated, poor quality, and environmentally polluting machinery, equipment and tools announced by the exporting country.
2. Technology of machinery, equipment and tools is not on the List of technologies prohibited from transfer or restricted from transfer according to the provisions of law on technology transfer.
3. Manufactured according to standards in accordance with the provisions of the national technical regulations (QCVN) on safety, energy saving and environmental protection. In case there is no national technical regulation (QCVN) related to imported equipment, machinery and tools, the equipment, machinery and tools must be manufactured according to standards in accordance with the technical specifications of the national standards (TCVN) of Vietnam or the national standards of one of the G7 countries, Korea on safety, energy saving and environmental protection.
4. The age of the equipment (the time in years determined from the year of manufacture to the year of import of used machinery, equipment and tools) shall not exceed 20 years. The year of import is the year the goods arrive at the Vietnamese border gate.
5. In the case of imported machinery, equipment and tools serving training, research and development of digital technology products and services as prescribed in Clause 4, Article 21 of the Law on Digital Technology Industry, the criteria specified in Clause 4 of this Article shall not apply.
Circular No. 30/2025/TT-BKHCN takes effect from January 4, 2026.
