Convert admission scores between methods to ensure fairness

From the 2025 admission season, higher education institutions will convert equivalent admission scores between admission methods and combinations for the same training major.

This is an important content stipulated in Circular No. 06/2025/TT-BGDDT amending and supplementing the Regulations on university and college admissions recently issued by the Ministry of Education and Training .

After the Ministry of Education and Training issued guidelines for equivalent conversion of admission scores and input thresholds between admission methods and admission combinations when training institutions simultaneously use multiple admission methods and admission combinations for a training major or group of majors, a number of universities have developed and announced methods for converting scores suitable to the admission characteristics of each school.

For example, Hanoi National University has announced the method of converting the competency assessment test scores into admission scores based on high school graduation exam scores, based on analysis of 2024 exam score data.

Accordingly, units with specific training programs or majors or using multiple admission methods for a major or group of majors must determine their own conversion rules to a 30-point scale. At the same time, they must publicly announce the conversion method and input threshold, admission score, and conditions for receiving application documents according to the principles and instructions of the Ministry of Education and Training.

Convert equivalent admission scores to increase fairness and improve admission quality

Hanoi University of Science and Technology has also announced a score conversion plan, accordingly, applying the percentile method to find equivalent standard scores between three admission methods, including: Talent selection; selection based on Thinking Assessment test scores; and selection based on high school graduation exam scores.

In addition, the school conducts statistics and analyzes enrollment data in the last 3 years as a basis for determining the relative percentile range.

Head of the Admissions and Career Guidance Department (Hanoi University of Science and Technology), Associate Professor Vu Duy Hai said that each candidate can have many types of scores according to different admission methods or according to many exam subject combinations, the system will automatically calculate, convert and select the highest score to consider for each wish that the candidate registers. Therefore, the adjustments this year do not increase the pressure on candidates but on the contrary, contribute to making the admission system more transparent and convenient, ensuring that each candidate is considered for admission based on the best score they achieve.

At the National Economics University, the score conversion will be completed after the full data of this year's high school graduation exam scores is updated. Dr. Le Anh Duc, Head of the Training Management Department, said: Immediately after the high school graduation exam results are available, the school will develop a score conversion table and announce it before 5:00 p.m. on July 23. The time to announce the admission results and confirm admission will be in accordance with the regulations of the Ministry of Education and Training.

National Economics University has basically built the score conversion rules and is waiting to update the database of high school graduation exam scores as well as score ranges of competency assessment exams in 2025 to complete the conversion table for candidates.

Accordingly, the process of determining the score conversion rule is carried out in six steps. After completing the admission application procedure, the school will analyze the score distribution data from the exams and complete it before July 18. Next, the equivalent score conversion table will be built and tested before July 21, then submitted to the Admissions Council for approval before updating the official table on the Ministry of Education and Training system.

The National Economics University will use the common framework issued by the Ministry of Education and Training as a foundation, while combining it with internal data such as the academic results of admitted students in previous years and the score distribution from exams of Hanoi National University, Ho Chi Minh City National University and Hanoi University of Science and Technology.

One of the important bases is to refer to and compare with the actual learning results of students who were admitted to the school in previous years. The conversion rule will be designed to suit the admission practice.

2025 is the first year that students graduate under the 2018 general education program, so there are many adjustments to the exam method and organization. On that basis, the university admission regulations are also adjusted to suit the new program. These innovations may cause some concern for candidates, parents and society. However, all adjustments are aimed at increasing publicity, transparency and ensuring fairness.

Regarding the regulations on converting scores between admission methods, the Ministry of Education and Training will accompany training institutions to implement the new regulations well. Candidates do not need to worry too much, because higher education institutions will choose their highest results for admission.

According to Mr. Nguyen Anh Dung, the conversion framework provided by the Ministry of Education and Training is to guide and support training institutions in developing conversion rules conveniently and in accordance with the characteristics of the training sector; at the same time, ensuring a unified approach within the system, not to guide candidates to convert their own scores.

In addition, the Ministry requires training institutions that organize their own exams to specify conversion frameworks, suitable to the characteristics of each exam and the exam results in 2025. The Ministry has also established a consulting expert group consisting of domestic and foreign experts and scientists in education, testing, mathematics and statistics... to determine the centile method that is considered the most suitable at present in converting equivalent admission scores between admission methods.
