Airport planning must be visionary and effective.

Discussing at Group 2 this morning, October 22, delegates of the Ho Chi Minh City National Assembly Delegation highly agreed with the necessity of the draft Law on Vietnam Civil Aviation (amended) to overcome difficulties in practical implementation.

President Luong Cuong suggested carefully studying the content of the planning for connecting civil airports, ensuring that the planning has a long-term vision; calculating and evaluating the exploitation efficiency and ensuring the best exploitation and operation of civil airports.

Regarding the connection of civil airports, the President suggested that it is necessary to calculate to ensure the connection between airports and other services and transportation networks such as roads, railways, sea routes, etc.

"The draft Law needs to ensure economic , defense, security, and foreign affairs goals in planning, investing, and constructing civil airport projects; at the same time, ensuring that investment capital (including private capital) must be strictly controlled and managed, and ensuring the quality and efficiency of civil airport projects," the President emphasized.

Recent practice shows that "every locality wants to have an airport" with the aim of creating momentum for local socio-economic development, but not every airport put into operation and exploitation is effective.

Therefore, the President suggested that planning agencies need to be very steadfast in planning and avoid being "condescending" to proposals from localities or private investors.

National Assembly Deputy Nguyen Thi Hong Hanh commented that our country's civil aviation industry has developed positively, demonstrated through the diversity of airlines such as Vietnam Airlines , Vietjet Air, Bamboo Airways, Pacific Airlines, Vietravel Airlines... contributing to the overall socio-economic development.

Emphasizing the need to continue to encourage and facilitate further development of civil aviation in the coming time, delegate Nguyen Thi Hong Hanh also said that it is necessary to pay attention to upgrading aviation infrastructure in sync with other transport infrastructures such as road infrastructure, railway infrastructure, especially urban railways.

Along with that, it is necessary to improve the competitiveness of the domestic civil aviation industry, modernize infrastructure, and expand Vietnam's civil aviation industry.

National Assembly Deputy Nguyen Tam Hung noted that the draft Law covered important aspects of international cooperation in the field of civil aviation but did not mention principles of aviation safety and security.

Therefore, delegates proposed adding a clause in Article 10 of the draft Law on ensuring aviation security and safety at the highest level; enhancing international cooperation in sharing information and experiences, responding to security threats and aviation accidents; and strictly complying with international aviation safety and security standards.

In addition, delegate Nguyen Tam Hung also proposed to add Clause 4 to Article 16 of the draft Law, requiring Vietnamese aircraft operators, both commercial and non-commercial, to strictly comply with the provisions of Vietnamese law on aviation safety, aviation security, environmental protection and other relevant regulations throughout the operation process. This provision aims to emphasize the basic obligation and top priority of safety and security in aviation operations.

Concerning the regulations on airport traffic connection (Article 30 of the draft Law), National Assembly Deputy Tran Hoang Ngan emphasized that investment in airport construction must be consistent with traffic connection planning. Article 30 needs to consider the problem of connecting traffic routes to facilitate passenger travel.

Delegate Tran Hoang Ngan also noticed that within domestic airports, there is a lack of connection between terminals, wasting time and causing inconvenience for passengers moving between terminals. The delegate suggested that airports need to have connections from domestic terminals to international terminals by monorail or train lines to ensure convenience, modernity and meet international standards.
