Implement three-dimensional transportation “underground, sea, air”
Highly agreeing with the policy of "research and development of low-altitude air transport", the new content in the draft Law on Civil Aviation of Vietnam (amended), Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong stated that low-altitude aviation is not only for transport but also useful for agriculture , industry, and logistics. If three-dimensional transport "on land, at sea, in the air" can be implemented, it will solve congestion in big cities and the problem of separation between regions.

The Vice Chairman of the National Assembly said that the National Assembly Standing Committee also hopes that the Government will have major policies to develop aviation at an altitude of 1,000m or below using digital technology with ultra-light aircraft and drones.
Noting that the "dual-use" approach in the draft Law is not really complete, the Vice Chairman of the National Assembly pointed out that the draft Law mainly mentions "dual-use" in the fields of national defense and security.
According to the Vice Chairman of the National Assembly, "dual use in and dual use out" are both at the national level and should be assigned to the Government to regulate in detail, not the Minister of Public Security or the Minister of National Defense.

“We must not only apply it in war and defense situations, but also consider medical emergencies, natural disasters, storms and floods.” The Vice Chairman of the National Assembly said that military aircraft and security aircraft can absolutely use civilian airports for emergency transport to “flood-prone” areas, storm and flood centers, and for rescue and relief. We have a Civil Defense Steering Committee headed by the Prime Minister, so we need to clearly define responsibilities.
"Dual-use not only applies in war and defense situations, but also includes non-traditional security emergencies such as natural disasters, storms, floods, emergencies, medical emergencies, catastrophes, etc.," the Vice Chairman of the National Assembly stated.
Aviation safety is inseparable from aviation security.
Is the Draft Law separating aviation safety from aviation security, and at the same time defining the authority of “Aviation Authorities and Aviation Security Authorities” okay? Raising this issue, National Assembly Deputy Nguyen Van Hung (Quang Tri) suggested that the drafting agency should research and calculate to ensure consistency, because to have aviation safety, aviation security is required, this is a mandatory factor, cannot be separated.

The draft Law has stipulated aviation safety culture, but mainly only talks about behavior and propaganda work. Therefore, delegate Nguyen Van Hung suggested recalculating. Aviation culture includes values, beliefs, attitudes, and behaviors of people, organizations, and especially safety is paramount. Broadly speaking, it is the correct perception of safety, thereby adjusting behavior, clarifying the responsibilities of aviation agencies, aviation workers, and the responsibility to provide information and exchange information.
“Culture must be constantly updated and changed to best serve passengers, thereby bringing value and raising the status not only domestically but also spreading national culture to other countries in the world,” delegate Nguyen Van Hung emphasized.

National Assembly Deputy Nguyen Thanh Cam (Dong Thap) also suggested that in the principles of civil aviation operations, it is necessary to add the principle: "ensuring the life, health, safety and interests of customers is paramount", based on this principle to specify the regulations in the draft Law.
"Many customers using aviation services have experienced flight cancellations and delays, but only receiving an apology from the captain is not really satisfactory. If it is due to weather or objective conditions, customers completely sympathize and agree, but if it is due to subjectivity in management and operation, in flight exploitation, there must be a suitable compensation mechanism to protect the rights of customers," delegate Nguyen Thanh Cam pointed out.
