New planning opens up large investment space for Ho Chi Minh City industrial parks

The Ho Chi Minh City Export Processing and Industrial Zones Authority is calling on businesses to invest in 14 new industrial parks covering 3,833 hectares from now until 2033.

On May 9, Ho Chi Minh City held a conference to announce the planning of the city's industrial parks for the 2021-2030 period, with a vision to 2050, and solutions to attract investment in 2025.

According to the planning approved by the Prime Minister in Decision No. 1711/QD-TTg, Ho Chi Minh City will develop 14 new industrial parks (IPs) with a total area of ​​3,833 hectares, bringing the total number of export processing zones and industrial parks in the area to 36 with a scale of more than 8,369 hectares.

Regarding investment progress, Mr. Pham Thanh Truc, Deputy Head of the Ho Chi Minh City Export Processing and Industrial Zones Authority (Hepza) said that in the period of 2025 - 2027, the City will deploy the industrial parks Pham Van Hai I and II; Vinh Loc 3; Nhi Xuan.

In the period 2027 - 2030, An Phu, Trung An, Le Minh Xuan 4, Pham Van Hai III and Hiep Phuoc phase 3 industrial parks will be developed.

In the period 2030 - 2033, investment will be made in Tan Phu Trung Industrial Parks 2, 3, 4 and Binh Khanh Industrial Parks 1 and 2.

“For new industrial parks, the City aims to build and develop them into smart, modern industrial parks with specialized industrial zones in line with the City’s orientation. The goal is to form industry clusters within the industrial parks and between neighboring industrial parks, creating conditions to effectively attract investors,” Mr. Truc informed.

In addition to developing new industrial parks, the City aims to retain all existing industrial land funds for in-depth transformation, improve quality and operational efficiency, and restructure industries towards developing high technology, innovation, digital economy , green economy, and circular economy.

Currently, Hepza is coordinating with companies developing infrastructure for export processing zones and industrial parks to research and establish a pilot conversion project in 5 existing export processing zones and industrial parks including Tan Thuan Export Processing Zone, Hiep Phuoc Industrial Park, Tan Binh Industrial Park, Cat Lai Industrial Park, Binh Chieu Industrial Park with the orientation of converting to a high-tech industrial park model; ecological industrial park; industrial - urban - service park; logistics center.

At the conference, some enterprises developing industrial park infrastructure reflected that the process of implementing new industrial parks and converting old ones still encountered some difficulties.

Mr. Nguyen Tan Phong, Deputy General Director of Tan Thuan Export Processing Zone, said that the major challenge that businesses are facing now is the unsynchronized traffic infrastructure and limited area, making it difficult to integrate utilities such as worker housing or logistics centers.

Meanwhile, potential investors who want to invest in high-tech industries have high requirements for ensuring stable power and water sources to invest in data centers.

Regarding investment in data centers, Mr. Phan Minh Toan Thu, Deputy General Director of Kinh Bac Urban Development Corporation , said that the company currently has an order to develop a 20-hectare data center project with a total investment of 300 - 500 million USD, but the partner requires ensuring a power source of 4,500 MW and a water volume of 15-20,000 m3/day.

He suggested that the City should prioritize solving this essential infrastructure problem. As for Kinh Bac, the company is currently interested in and wants to invest in the infrastructure of Pham Van Hai Industrial Park, Binh Chanh District.
