On the afternoon of December 15, the People's Committee of Binh Dinh province held a conference to implement the Resolution of the Provincial People's Council on socio -economic development in 2024. The conference was chaired by Mr. Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Tuan Thanh, Permanent Vice Chairman of the Provincial People's Committee; Lam Hai Giang, Vice Chairman of the Provincial People's Committee.
Reporting on the results of implementing the Resolution of the Provincial People's Council on socio-economic development tasks in 2023 and solutions to effectively implement the Resolution of the Provincial People's Council on socio-economic development tasks in 2024, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh said that in 2023, despite continuing to face many difficulties and challenges, Party committees, authorities, localities, agencies and units in the province have united, focused on leading, directing and operating socio-economic development tasks according to Resolutions No. 01/NQ-CP dated January 6, 2023 of the Government , No. 56/NQ-HDND dated December 10, 2022 of the Provincial People's Council and have achieved positive results.
In 2023, Binh Dinh province has 18/19 main targets on socio-economic development achieved and exceeded the plan, of which, the gross local product (GRDP) increased by 7.61%, exceeding the plan assigned by the Provincial People's Council (7 - 7.5%) and ranked 17/63 localities nationwide, 6/14 localities in the North Central and Central Coast regions and 1/5 localities in the key economic region of the Central region.
The economic scale of the province reached 117,668.8 billion VND; ranked 24th out of 63 localities nationwide, 5th out of 14 localities in the North Central and Central Coast regions and 3rd out of 5 localities in the key economic region of the Central region. The economic structure has shifted positively, in which the agriculture, forestry and fishery sector accounts for 26.38%, industry and construction accounts for 30.39%, services account for 38.9%, product taxes minus product subsidies account for 4.33%.
Along with that, cultural and social activities have made much progress. Social security is ensured, people's lives in the province are basically stable. National defense and security are strengthened, social order is maintained. The political system continues to be consolidated and improved. The Provincial Planning for the period 2021-2030, with a vision to 2050, has been completed and submitted to the Prime Minister for approval.
Implementing the Resolution of the Provincial People's Council assigned in 2024 with a GRDP growth rate of 7.5 - 8%, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh emphasized a number of key tasks and solutions. Specifically, the province continues to innovate its leadership and management style in the spirit of "setting an example, discipline, focus, breakthrough"; enhancing the responsibility of local and grassroots leaders; working specifically, substantially, proactively following the grassroots. Strengthening direction, rectification, improving the quality of public service performance, and implementing public service ethics.
Maintain the growth rate and comprehensive development of agriculture, forestry and fishery; manage land and environmental resources; focus on restructuring the agricultural sector; transform the structure of crops, livestock and aquaculture; promote production, processing and consumption chains for people. Call for investment and build factories for processing livestock, poultry, food, agricultural, forestry and fishery products. Implement new rural construction in 2024.
At the same time, proactively grasp the production and business situation of enterprises; promptly support the removal of difficulties and obstacles, ensure the safety of production and business activities and promote growth; monitor, urge and support the rapid implementation of industrial, commercial and renewable energy projects, etc.; create favorable conditions for units and enterprises that have come into operation, promote production and business efficiency, boost exports, and contribute value to the province's industrial production. Reform administrative procedures, improve the investment and business environment. Improve the efficiency of attracting investment, especially foreign direct investment (FDI).
Promote the development of trade and service activities, determined to make tourism a spearhead economic sector of the province; synchronously and drastically implement solutions to promote the development of trade, services and tourism; organize trade and tourism stimulus programs at the end of the year and the Lunar New Year of Giap Thin 2024. Strengthen propaganda, promotion, promotion and development of the tourist market to the province, especially international tourists; diversify and improve the quality of tourism products and human resources serving tourism;...
Boost budget collection, mobilize capital for development investment; strengthen direction and management of the 2024 budget estimate by effectively exploiting revenue sources, especially land use fee collection, stimulating the creation of new revenue sources, preventing revenue loss and tax arrears. Practice thrift and combat waste in the process of using the state budget; gradually increase the proportion of development investment expenditure and pay attention to allocating funds for the implementation of education, health, environment, etc.
Improve the quality of activities in the cultural and social fields; carefully prepare the content and related conditions to organize events, programs and festivals in 2024, especially events serving the New Year and the Lunar New Year of Giap Thin. Ensure the quality of teaching and learning, tasks for the 2023-2024 school year; facilities and equipment for teaching and learning. Continue to improve the quality of medical examination and treatment for the people. Carry out well the work of gratitude and ensure social security.
Focus on building the government, strengthening discipline and administrative order; implementing the arrangement of commune-level administrative units in the province in the period of 2023 - 2025. Implementing the training and fostering plan to improve the quality of cadres, civil servants and public employees in 2024, especially for commune-level cadres and civil servants. Promoting administrative procedure reform, organizational reform, and modernization of the administration.
Ensure national defense and security, improve the effectiveness of internal affairs; focus on effectively implementing national defense and military tasks; strictly maintain combat readiness. Direct the implementation of the selection and call-up of citizens for military service in 2024. Strengthen measures to prevent, combat, attack and suppress crimes; prevent and fight fires and explosions; prevent and fight natural disasters, search and rescue; continue to resolutely implement measures to contain and minimize traffic accidents.
21 socio-economic development targets and tasks in 2024:
1. Gross regional domestic product (GRDP) increased by 7.5 - 8%.
Of which, agriculture, forestry and fishery increased by 3.2 - 3.6%; industry and construction increased by 10.3 - 10.9% (industry alone increased by 9.2 - 9.7%); services increased by 7.9 - 8.4%; product tax minus product subsidy increased by 9 - 9.5%; GRDP per capita reached 85.3 - 85.7 million VND/person/year.
2. Industrial production index increased by 7 - 7.7%.
3. Total export turnover reached 1.65 billion USD.
4. Total budget revenue in the province is 15,000 billion VND. Of which, domestic revenue is 14,267 billion VND.
5. Total social development investment capital in the province increased by 10.5%.
6. Maintain the average replacement fertility rate of 2.0 to 2.2 children per woman of childbearing age.
7. Create new jobs for 32,500 workers.
8. The rate of workers receiving vocational training and vocational development is 64%.
9. Reduce the poverty rate according to new criteria by 2%.
10. The rate of employees participating in social insurance reached 19.3%.
11. The rate of population participating in health insurance reached 96.1%.
12. Percentage of medical stations with doctors: 100%.
13. The rate of communes meeting national health standards is 90.6%.
14. Number of hospital beds per 10,000 people reached 38 beds.
15. Malnutrition rate of children under 5 years old ≤ 7%.
16. Forest cover rate reached 57.7%.
17. The rate of rural population using hygienic water remains at 100%, of which the rate of clean water use reaches 36%.
18. The rate of urban population using clean water reached 88%.
19. The rate of collected urban solid waste is 88%.
20. The rate of solid waste collected in rural areas is 70%.
21. Number of completed social housing apartments: 1,400 apartments.
