With the goal of improving the business investment environment, strengthening confidence and creating more motivation for businesses to overcome difficulties, continue to recover and develop.

Through conferences to evaluate administrative reform (PAR), analyze the Provincial Competitiveness Index (PCI), Provincial Green Index (PGI) in 2023... recently held, the leaders of Vinh Long province have given strong directions, showing the determination and openness of the local government, aiming to create a favorable investment and business environment, bringing satisfaction to people and businesses.

Motivate business development

In the first months of 2024, the province's economy continued to grow in a positive trend. Mr. Ha Van Ban - Director of the Provincial Statistics Office said: All levels and sectors have resolutely implemented synchronous solutions to improve operational efficiency and improve the investment and business environment; continue to pay close attention and accompany businesses to recover and develop sustainably in 2024. In particular, strengthen dialogue, listen to business opinions to share and resolve and handle difficulties. At the same time, Vinh Long promotes investment and trade promotion, expands export markets, diversifies markets, products and supply chains, in order to create the most favorable conditions for businesses to increase development.

In July alone, the assessment of the General Statistics Office also showed that urban infrastructure works have been significantly completed; the economy has recovered and developed quite well. Most workers are no longer unemployed or underemployed as at the end of the fourth quarter of 2022 and early 2023; the income of cadres, civil servants, armed forces, and meritorious people has increased significantly compared to the same period thanks to the State applying the basic salary, subsidies, allowances, and preferential regimes in the last 6 months of 2023 and continuing to adjust the increase with a fairly large amplitude from July 1... These are important conditions to help production and business continue to recover and develop, effectively solve social issues, stabilize and improve people's lives.

However, the province's economic activities still have certain limitations. In the recent regular meeting of the Provincial People's Committee, Mr. Lu Quang Ngoi - Chairman of the Provincial People's Committee, noted that in the context of many difficulties and challenges, requiring all levels and sectors to focus on directing and operating resolutely to implement the plan for the last 6 months of the year with the best results. "We see that there are still some agencies and units that demonstrate their responsibility to advise and guard the areas managed by the agencies and units to advise the Provincial Party Committee and the Provincial People's Committee, but there is still a fear of making mistakes and pushing the issue, especially on difficult and complicated issues" - the Chairman of the Provincial People's Committee emphasized.

“This issue needs to be learned from experience” - because according to Mr. Lu Quang Ngoi: “2024 is the 4th year of implementing the 5-year Plan for the period 2021-2025, a year of special significance in successfully implementing the Resolution of the 13th National Party Congress, the Resolution of the 11th Provincial Party Congress. With the goal of improving the investment and business environment, strengthening confidence and creating more motivation for businesses to overcome difficulties, continue to recover and develop. In particular, requiring all levels and sectors to identify improving the business environment as a key task. At the same time, closely and resolutely direct to remove difficulties, clear bottlenecks, contribute to promptly resolving difficulties, creating a favorable, equal, friendly, open and transparent investment and business environment”.

To overcome the “obstacles”

Along with the task of implementing socio-economic development goals, the Chairman of the Provincial People's Committee directed each sector and each locality to focus on solutions to improve the Provincial Public Administration Performance Index (PAPI), Provincial Public Administration Reform Index (PAR INDEX), Satisfaction Index on Administrative Services (SIPAS), CPI, PGI.

In 2023, the results of the above indicators of Vinh Long province ranked undesirably, requiring more efforts and determination from all levels and sectors. The PAR INDEX results in 2023 of the province ranked 53rd/63 provinces and cities nationwide (down 7 places compared to 2022); ranked 9th/13 in the Mekong Delta region. SIPAS in 2023 ranked 48th/63 provinces and cities nationwide (up 3 places compared to 2022); ranked 11th/13 in the Mekong Delta. PAPI ranked 47th/61 provinces and cities (Quang Ninh and Binh Duong provinces have no data), down 26 places compared to 2022; ranked 8th/13 in the Mekong Delta.

Meanwhile, according to the PCI results in 2023 announced by the Vietnam Federation of Commerce and Industry (VCCI), Vinh Long is not in the top 30 provinces and cities with the best governance quality in the country, but according to VCCI, the province has made efforts to improve governance quality through 8 component indicators that have improved in score compared to 2022. Particularly, the PGI results in 2023 put Vinh Long in the top 10 provinces and cities nationwide and at the top of the Mekong Delta region, assessed to have the ability to respond, mitigate and overcome the consequences of natural disasters for local people and businesses.

To overcome "obstacles" and promote advantages, after conferences to evaluate and analyze the strengths and weaknesses of the published indicators, the Chairman of the People's Committee issued a concluding document directing the assignment of specific tasks to each sector, unit and locality to improve rankings in the coming time. Regarding the PAR INDEX, SIPAS and PAPI indicators, the Chairman of the Provincial People's Committee - Lu Quang Ngoi, who is also the Head of the Provincial Administrative Reform Steering Committee, emphasized: Further strengthening the role and responsibility of leaders in directing and operating administrative reform work; strengthening propaganda and timely dissemination of the results of the province's 2023 indicators to each civil servant and public employee under their management to raise awareness and responsibility in performing their duties, especially for civil servants directly receiving, processing and returning results of administrative procedure (TTHC) records to people, organizations at one-stop-shops at all levels and civil servants directly working with people. At the same time, each agency, unit, and locality has specific measures to develop and implement effective remedial plans at the agency, unit, and locality to create real efficiency.

Identifying the improvement of PCI and PGI as one of the important contents, prioritized for implementation in the annual plan. The Chairman of the Provincial People's Committee affirmed: "This is a measure to evaluate the leadership, management and operation capacity in leading, directing and developing the province's socio-economy". At the same time, he emphasized: "In the implementation process, it is necessary to clearly define the responsibilities and progress of completing each task, creating clear changes in each sector and each field. In addition, the coordination of work between agencies and units must ensure consistency in implementing policies from the province to the grassroots level. The heads of sectors and localities are directly responsible for the results of the implementation of the task of improving the PCI and PGI indicators of their localities and units, especially the component indicators that have not reached the target under the responsibility of the agencies and units under their management".

The Chairman of the Provincial People's Committee requested: Continue to promote administrative reform and judicial reform from the province to the grassroots level. In particular, pay attention to strengthening administrative procedure reform; building and promulgating internal administrative procedures between state agencies; speeding up digital transformation, increasing convenience and creating the most favorable conditions for businesses. Continue to improve the efficiency and modernize the operations of the Public Administration Service Center and one-stop shops at all levels. Grasp information as well as the process of handling administrative procedures to promptly correct and prevent violations in handling administrative procedure records for businesses. Urgently complete the land database in the province to create favorable conditions for businesses in accessing land. Publicize guidance documents, explain points that still have many questions and are unclear in regulations on administrative procedures. Publicize recommendations and the process of handling recommendations of businesses on the province's electronic information portals for timely monitoring and urging.

Chairman of the Provincial People's Committee - Lu Quang Ngoi directed: Continue to improve the quality of training and fostering of cadres, civil servants and public employees in conjunction with the work of cadre planning, ensuring the building of a team of cadres, civil servants and public employees with sufficient qualities and capacity to perform tasks to meet the development requirements in the new situation. At the same time, persistently and effectively carry out the fight against corruption; promptly and strictly handle acts of harassment and causing resentment towards enterprises; strengthen inspection and discipline and administrative discipline of cadres, civil servants and public employees.

Develop coordination regulations between inspection and examination agencies in performing inspection and examination functions and tasks related to enterprises in accordance with regulations, ensuring no overlap or duplication, and no impact on the production and business activities of enterprises. Strictly handle officials and civil servants who cause difficulties and harassment to enterprises.
