The 81st National Police Conference has concluded.

After 1.5 days of intensive work with a spirit of innovation and high responsibility, the 81st National Police Conference concluded its agenda, objectives, and requirements on the morning of December 16, 2025, in Hanoi. General Luong Tam Quang, Member of the Political Bureau, Secretary of the Central Party Committee of Public Security, and Minister of Public Security, chaired the conference.

In his concluding remarks, Minister Luong Tam Quang acknowledged, highly appreciated, commended, and congratulated the achievements and results that the entire People's Public Security force has achieved in 2025 and since the beginning of the 13th National Congress term.

Based on the agreed-upon contents, Minister Luong Tam Quang emphasized several key tasks that the forces will strive to accomplish in 2026. These include creating a high level of unity throughout the force regarding the thinking on security and order work in the new revolutionary period;

Party committees and heads of police units and localities regularly disseminate and create a unified and widespread understanding throughout the entire force regarding the security and order mindset in the new phase, which is "proactive; substantive; creating interconnected and tight defenses; linking protection, management, and support, companionship, and development."

Focus on completing the tasks of the Public Security force in 2026 with the spirit of exemplary leadership in implementing the Resolution of the 14th National Congress and increasing contributions to achieving the Party's strategic goals of " peace , stability; sustainable, high-quality development; and improving all aspects of people's lives".

Focus intensely on solutions to further improve the quality of intelligence gathering and strategic planning. Maintain national security, consolidate a peaceful and stable environment, and increase contributions to maintaining peace in the region and the world . Concentrate on building a society that is orderly, disciplined, safe, and healthy.

Focus on transforming the operational methods of the police force, seamlessly and closely integrating tradition and modernity with a synchronized, modern, and highly secure infrastructure. Create a clear transformation in the development of the security industry.

Strengthen Party building and the development of a revolutionary, professional, elite, and modern police force. Seriously and extensively implement the "Three Best: Most Disciplined - Most Loyal - Closest to the People" emulation movement according to 21 specific contents and the Ministry's plan, ensuring that the content of the emulation is always innovative, substantive, effective, and not ostentatious or formalistic. Immediately after the Conference, Minister Luong Tam Quang requested that the police forces in all units and localities concretize the Conference's content into their work programs, report to the Ministry's leaders in charge and the Party committees and authorities for their opinions, in order to organize and implement them seriously and effectively.

Effectively implement the Party Central Committee's Directive on organizing Tet in 2026. Provide decisive leadership in protecting the 14th Party Congress, the Lunar New Year (Tet) of the Year of the Horse 2026, and other spring festivals as planned by the Ministry.
