On June 20, in the context of Decision 1131/QD-TTg recently issued by the Prime Minister identifying 11 strategic technology groups that have a profound impact on the country's competitiveness and technological autonomy, in which artificial intelligence (AI) is ranked No. 1, for the first time, more than 20 state agencies, enterprises, and universities "joined hands" to establish the Au Lac AI Alliance.
Professor, Dr. Nguyen Xuan Thang, Politburo member, Director of Ho Chi Minh National Academy of Politics , Chairman of the Central Theoretical Council attended and spoke at the ceremony.
Historical vision in the birth of Au Lac AI Alliance
The first members to join the alliance are leading technology units and technology startups such as: Ho Chi Minh National Academy of Politics, MobiFone, VNPT, FPT, CMC, BKAV, Misa, MoMo, VNPAY, Zalo, AI For Vietnam, AI Hay, N2TP, Finhay and academies and universities: Hanoi University of Science and Technology, Academy of Posts and Telecommunications Technology, Academy of Cryptography Engineering, Ho Chi Minh City University of Technical Education, Ton Duc Thang University, Ho Chi Minh City University of Law, FPT University.
The Au Lac AI Alliance was established with the aim of developing large language models (LLMs) capable of processing Vietnamese accurately, naturally, and in accordance with Vietnamese culture and identity, thereby improving people's knowledge and promoting national economic development.
In addition, the Alliance aims to build an open and transparent AI community where all individuals, organizations and businesses can freely access and use the Alliance's public assets, including source code, data and models, even for commercial purposes, to stimulate innovation, widely apply AI, and realize national AI sovereignty.
At the same time, the Alliance is committed to developing safe, responsible AI products that comply with ethical standards and Vietnamese laws.
Speaking at the launching ceremony of the Au Lac AI Alliance, Professor, Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council emphasized: “I clearly feel a spirit of determination and a historic vision in the birth of the Au Lac AI Alliance. This name not only recalls the early days of building and defending the country, but also expresses the aspiration to build a Vietnamese-style artificial intelligence model, in the Vietnamese language, to serve the prosperous development and happiness of the nation."
Professor, Dr. Nguyen Xuan Thang believes that in the new era, we must act immediately – now or never. To stand on the shoulders of giants, we must stand on our own feet. Vietnam has intelligence, creativity, and an overseas Vietnamese community that always wants to contribute to the development of the country.
"We need to connect, create a strong enough innovation ecosystem, and at the same time perfect and build institutions, where AI is not just a technology, but a strategic tool for decision-making, governance, and serving people. I believe in Vietnamese intelligence, and believe that we will succeed - not just succeed, but succeed sooner and more strongly," said comrade Nguyen Xuan Thang.
Artificial Intelligence is no longer a solo game in Vietnam
Sharing at the event, Mr. Truong Gia Binh, Chairman of FPT Board of Directors, who initiated the establishment of Au Lac AI Alliance, said that the world is entering the AI era and Vietnam is also facing a great opportunity to rise up. But we are facing three major challenges.
"The first is to protect technological sovereignty, an inseparable part of national sovereignty.
The second is to realize the goal of becoming an advanced country by the 100th anniversary of independence. Vietnam has established a “quadruple strategic resolution” on science and technology, international integration, law and private economy to bring the country forward in the new era. Decision 1131 also placed AI at the number 1 position in the country’s 11 strategic technology groups.
Third is the lack of investment resources. The major powers invest hundreds and thousands of billions of dollars each year in AI, while Vietnam does not have equivalent resources. The Au Lac AI Alliance was born as a solution to these challenges. The AI Alliance is not just an initiative, but a call to action,” said Mr. Truong Gia Binh.
The activities of the Au Lac AI Alliance are based on three principles: Consensus - Respect - Open Community. Based on the strengths of its members, the Au Lac AI Alliance will focus on three main areas: Research and development, Building standards and policies on AI, and Training.
In the field of Development Research, members will jointly develop large language models (LLMs) with the ability to process Vietnamese accurately, naturally, and in accordance with Vietnamese culture and identity, contributing to improving people's knowledge and promoting the national economy.
At the same time, members will also join forces to build an open, transparent AI community where all individuals, organizations and businesses can freely access and use public assets (including source code, data and models), including for commercial purposes, to promote AI innovation and application in Vietnam, realize national AI sovereignty and enhance Vietnam's technological position.
In the field of AI Policy and Standards Development, Au Lac AI Alliance will contribute opinions on AI-related policies, standards and codes of practice to ensure AI products are safe, responsible, and comply with ethical standards and legal regulations.
In the field of Training, the Alliance will organize activities, training programs, and competitions to raise awareness, knowledge, and skills about AI for the community.
Committed to AI
At the discussion session, the first members of the Alliance made commitments to "join forces and unite" to create an AI technology platform with strong national identity, contributing to affirming the country's position in the digital age.
Associate Professor, Dr. Huynh Dang Chinh, Vice President of Hanoi University of Science and Technology, said: "Today's AI Alliance is an important milestone for Vietnam to move towards the position of an AI powerhouse. Vietnamese intelligence must be the foundation, and to do that, education must be closely linked to practice. Students need to participate in large, international projects to mature and become leading experts.
When universities participate in major national problems, both teachers and students have access to reality and contribute their intelligence to the country. That is our expectation when joining this Alliance."
Mr. Nguyen Van Khoa, CEO of FPT Corporation shared: “As a Vietnamese, I believe that each of us has a responsibility to the Fatherland. With the AI Alliance, FPT commits to open the entire core technology platform, from LLM to Cloud AI, for members to develop together. We will invest in open AI, support small businesses, research institutes, and schools to access data and tools.
At the same time, FPT will accompany the Steering Committee of Resolution 57 to propose breakthrough policies, such as sandboxes for AI. We are behind, but if we go together, we can go faster, even ahead."
Mr. Lu Thanh Long, Chairman of the Board of Directors of MISA Joint Stock Company ( photo above ) shared, “MISA is committed to contributing a team of data experts, especially in the field of finance and accounting, to the AI Alliance. MISA believes that AI is not just a technology, but the foundation of national survival.
The Alliance needs to create a space for knowledge sharing, a common technology platform, and bring AI to every business and every citizen. This is a long-term commitment, demonstrating MISA's determination to accompany the sustainable success of the Alliance."
Mr. Nguyen Tu Quang ( photo below ), Chairman of the Board of Directors and General Director of BKAV Joint Stock Company, shared, “AI is a once-in-a-lifetime opportunity for Vietnam to rise to the group of leading technology countries. Vietnamese people have contributed to the basic algorithms of ChatGPT. BKAV believes that we can achieve AGI – artificial general intelligence – something that the whole world is investing hundreds of billions of USD to achieve."
"But to succeed, we must connect our strengths, assign tasks according to the strengths of each unit, sit together every week, research and act for a common goal: For a strong Vietnam," said Mr. Nguyen Tu Quang.
Mr. Nguyen Minh Tu, Zalo Technology Director shared, "Zalo is committed to contributing according to its strengths: experience in successfully building a pure Vietnamese AI model, system architecture and VMLU Vietnamese proficiency assessment set with more than 10,000 questions".
"We believe that with the participation of schools and institutes, this set of questions will be enriched, serving the long-term development of AI. Zalo has experienced many difficulties in building the model, so we will contribute our experience to support the Alliance, helping Vietnam master AI and affirm its technological position on the world map," Mr. Nguyen Minh Tu emphasized.
Announcing the development plan of VietGPT - a virtual assistant exclusively for Vietnamese people
Right at the launching ceremony of Au Lac AI Alliance, the Alliance proposed to develop a large Vietnamese language model - Au Lac LLM as a foundation for building AI applications for end users.
At the same time, FPT also announced the plan to develop the VietGPT product - a virtual assistant dedicated to each Vietnamese person based on this language model. VietGPT is a virtual assistant that deeply understands Vietnamese culture, society, language and thinking, meeting the needs of learning, researching and improving the productivity and quality of work of Vietnamese people at a reasonable cost.
At the same time, through interaction with users, products like VietGPT will help optimize and improve model capacity as well as share models, data and experiences with the community.
Mr. Le Hong Viet, General Director of FPT Smart Cloud, FPT Corporation emphasized that in order for AI technology to become a core national strength, Vietnam needs to both participate in the global open source community and build its own open source community, thereby mastering technology and language. FPT will connect domestic systems, open a platform for Vietnamese enterprises to contribute and exploit VietGPT. This will be implemented this year.
