On the afternoon of April 15, Military Hospital 175 (BMH) held a Certificate Award Ceremony and launched the first International Trauma Training Center in Vietnam.
Attending the ceremony were Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense, Head of the Inter-sectoral Working Group, Head of the Ministry of National Defense's Steering Committee on participation in United Nations peacekeeping operations. At the ceremony, the Organizing Committee announced the Ministry of National Defense's Decision to establish the first International Trauma Training Center (ITLS) in Vietnam under Military Hospital 175. At the same time, the US ITLS Program awarded a certificate to the first ITLS Center in Vietnam and presented ITLS program medals to outstanding individuals. It is known that this is the fifth International Trauma Training Center in Southeast Asia, after the Philippines, Indonesia, Malaysia and Singapore, but it is the only center to date that is managed and operated by a military medical unit.
Speaking at the ceremony, Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army, emphasized that this is an important event, marking a new step of development in the bilateral relationship on cooperation to enhance UN peacekeeping capacity, contributing to the Comprehensive Strategic Partnership for peace, cooperation and sustainable development between Vietnam and the United States.
Congratulating and praising Military Hospital 175, Senior Lieutenant General Phung Si Tan said that with the certification and launch of the Center, Vietnam will proactively train and grant certificates meeting the requirements of the United Nations for military medical forces participating in UN peacekeeping operations, as well as for medical officers and staff inside and outside the military; at the same time, develop a team of internationally qualified lecturers, deploy procedures to certify the second International Trauma Training Center in Vietnam, thereby contributing to raising Vietnam's position in this field; at the same time, creating opportunities for cooperation between Vietnam and international partners.
During the implementation of the International Standard Trauma Training Center Certification Program, the Ministry of National Defense and the General Staff highly appreciated the role and responsibility of relevant agencies and units that closely coordinated with Military Hospital 175 in developing plans and implementing activities within the framework of the Program, fully meeting the criteria, standards and procedures. On this occasion, Comrade Phung Si Tan also thanked the Embassy, the US Office of Defense Cooperation in Vietnam, the ITLS Board of Directors, and the US authorities for their support and assistance in establishing the Center.
He emphasized that international cooperation to improve the capacity of military medical forces according to international standards to effectively participate in United Nations peacekeeping operations and international humanitarian activities is one of Vietnam's priorities, contributing to the implementation of foreign policy, being an active, proactive and responsible member of the international community. In recent times, Vietnam has received valuable support and assistance from partners, especially the United States, to carry out the above noble mission. Along with supporting facilities and improving the capacity of the Vietnam Peacekeeping Department, the establishment of an international standard Trauma Emergency Training Center will not only help improve the capacity of self-training for Vietnam's military medical forces, but also open up training opportunities for forces from countries in the region to participate in United Nations peacekeeping operations in the future.
In the coming time, Comrade Phung Si Tan requested the functional agencies of the Vietnamese Ministry of National Defense to continue to closely coordinate with Military Hospital 175 to ensure the effective operation of the Center as well as in the process of establishing the second international standard Trauma Emergency Training Center at Military Hospital 103. At the same time, he hoped to continue to receive effective support and assistance from the United States, contributing to the friendly and cooperative relations between the two countries in general and the two Ministries of National Defense in particular.
On the side of Military Hospital 175, the establishment of the International Trauma Training Center is an honor and pride for the leaders and medical staff of the Hospital; demonstrating the trust of the Ministry of National Defense and the General Staff for the Hospital. On that basis, he also requested the Hospital leaders to actively and proactively deploy the Center's activities, including early implementation of training courses, training, education and granting of international trauma certificates.
Also at the ceremony, on behalf of the Party Committee and Board of Directors of Hospital 175, Major General Tran Quoc Viet, Party Committee Secretary and Hospital Director, reported on preparations for the launch of the first International Trauma Training Center (ITLS) in Vietnam.
The first International Trauma Training Center (ITLS) in Vietnam is under Military Hospital 175, supported by the US Government's Global Peace Operations Initiative (GPOI). The ITLS program consists of 5 phases and will be implemented from September 2022 to February 2024 in Vietnam. The US and Vietnam will jointly organize 5 ITLS training courses with 110 trainees at Military Hospital 175 with the professional support of US lecturers and experts and the participation of Vietnamese staff, lecturers, coordinators and trainees./.
