Therefore, it leads to a local surplus or shortage of civil servants, many professional and technical positions in the government sector are lacking or have no staff to take on. Meanwhile, in the Party, mass organizations or other specialized departments, there is a lack of human resources with appropriate expertise and experience for the job positions, especially in areas related to handling procedures for organizations and people such as: land, construction, accounting, agriculture and environment, education, organization of cadres... For example, in Lac Duong commune: the Front agency has 2 civil servants with accounting expertise, while the Economic Department has no civil servants with finance or accounting qualifications; In addition, the Front also has civil servants with expertise in land and environment. In Nam Ban Lam Ha commune: The Economic Department has no specialists with expertise in agriculture, while the Front has 4/5 specialists with expertise in agriculture, crop science or civil servants with appropriate qualifications currently assigned to other agencies in the government sector. In Hong Son commune: The Economic Department has no civil servants with expertise in land management, while the Party and People's Council sectors have 2 specialists with appropriate qualifications (including 1 civil servant who was formerly a Civil Servant of Land Administration - Construction of Hong Son commune (old) ...
Therefore, to ensure the right people are assigned to the right jobs, with the right expertise and the right number of people as required to perform the tasks, the Department of Home Affairs has just issued an official dispatch requesting the Chairman of the People's Committee at the commune level to urgently coordinate and report to the Secretary of the Party Committee at the commune level to organize a comprehensive review of the current staff and civil servants of the entire Party, Front and government in the locality under their management. The review results must determine the quantity and quality of the current staff and civil servants; which positions are being assigned and which positions have or have not ensured the principle of assigning the right people to the right jobs and with the right expertise.
Based on the review results, reassign tasks, transfer and appoint civil servants under their authority or propose to competent authorities to transfer cadres and civil servants between the Party and government sectors to ensure that their professional qualifications and work experience are appropriate to their roles, immediately meeting job requirements. In particular, arrange cadres and civil servants with appropriate qualifications, capacity and expertise to positions related to construction management, land, environmental resources, finance, accounting, information technology, ethnic and religious affairs and handling administrative procedures for organizations and people... In case there is still a shortage of human resources, report and propose the Department of Home Affairs to transfer personnel at the provincial or other local levels to the positions that are lacking. The Department of Home Affairs requests that the Chairman of the People's Committee at the commune level take full responsibility for reviewing, arranging, reassigning tasks, appointing and proposing the transfer of personnel in the government sector. At the same time, it is requested that the Chairman of the Commune People's Committee implement and report the results of the review, mobilization, and proposal to transfer cadres and civil servants to the Department of Home Affairs before August 15, 2025 for synthesis and consultation on mobilization according to regulations.
