Review and rearrangement of villages, hamlets, and residential groups nationwide expected in May 2026

(Chinhphu.vn) - Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry is preparing a plan to review and rearrange villages, hamlets, and residential groups nationwide, expected to be implemented in May 2026. This is one of the key tasks to perfect the two-level local government model.

Minister of Home Affairs Pham Thi Thanh Tra (Lao Cai National Assembly Delegation) spoke at the discussion at group 4.

Discussing at group 4 in the National Assembly (including the National Assembly delegations of Khanh Hoa , Lai Chau and Lao Cai provinces) on October 21, Minister of Home Affairs Pham Thi Thanh Tra shared about the implementation of the two-level local government model in recent times.

According to the Minister, after more than 3 months of operation, the two-level local government model "basically operates well, without interruption, without breakage, ensuring connectivity, synchronization, and unity from the central to local levels" - this is the biggest advantage, demonstrating the flexibility and adaptability of the new administrative apparatus.

Along with that, many localities have had good and creative ways of doing things , contributing to ensuring the effectiveness and efficiency of the operations of two-level local governments.

However, the Minister also frankly admitted that there are still some difficulties, especially the quality and structure of the team of cadres and civil servants at the commune level do not meet requirements.

Regarding the organizational structure, Minister Pham Thi Thanh Tra said that only initial administrative guidelines have been issued, but fundamental institutional adjustments are needed to meet practical requirements.

Regarding decentralization, delegation of power and assignment of authority, after review, the assignment of authority to the commune level has 859 tasks, not 1,060 tasks; mainly the Central Government has assigned up to 949 tasks to the provincial level. Thus, the level of decentralization from the Central Government to the locality is 56%.

"If we let the local authorities decide, act, and take responsibility, this level is not high, and we will have to continue. We will re-evaluate all decentralization and delegation of authority to make appropriate adjustments," informed the Minister of Home Affairs.

Besides, the Minister said that there are still certain difficulties in administrative procedures and facilities when implementing the two-level government model.

There is no equalization of staffing.

Minister Pham Thi Thanh Tra emphasized that the current key task is to complete the entire institutional system serving the operation of the two-level local government model.

First of all, the Ministry of Home Affairs is focusing on classifying administrative units, determining administrative standards and urban standards , considering this the "root" for implementing regimes, policies, planning, plans and development strategies. Determining staffing quotas will be based on job positions and classifying administrative units , ensuring the principle of "no leveling in staffing".

Currently, the Ministry is urgently developing a project to report to the Politburo and competent authorities , as a basis for issuing a Resolution of the National Assembly Standing Committee and a guiding decree to specify related contents.

The institutional system needs to continue to improve its organizational structure , salary policies, regional allowances, leadership position allowances , and social security regimes corresponding to each type of administrative unit.

“We must completely redo all issued mechanisms and policies, including the National Target Programs, to ensure consistency with the new administrative unit classification,” said the Minister.

According to the head of the Home Affairs sector, ministries and sectors are actively implementing these tasks. Many issues will be fundamentally resolved after the laws are considered and approved by the National Assembly at this session, along with the decrees guiding their implementation . "This must be done quickly, no delay is allowed," the Minister emphasized.

Besides perfecting the institution, the Ministry of Home Affairs is focusing on restructuring and improving the quality of the staff and civil servants , especially at the commune level - where they directly carry out tasks and come into contact with the people.

“The good work you have done in the first phase is commendable, but from now on we need to achieve two major goals: both creating development and serving the people ,” the Minister said, adding that the Ministry will soon issue more specific instructions on this work.

Besides, according to the Minister, it is necessary to continue reviewing and re-evaluating the results and feasibility of decentralization and delegation of power , to adjust them to suit reality.

"There are things that the commune level cannot do, such as allocating land to businesses. If the commune level does it, there will be initial difficulties and confusion. Therefore, if there are difficulties, we will leave it where it can be met. If it cannot be met, we need to assign it to the province to flexibly handle and implement it," the Minister gave an example.

In addition, there is a major project to focus on investing in building facilities and equipment to basically meet the requirements for operating a two-level local government within 5 years.

An important task informed by Minister Pham Thi Thanh Tra is to review and arrange villages, hamlets, and residential groups nationwide, expected to be implemented in May 2026 .

The Ministry of Home Affairs has carefully prepared for this work to ensure scientific and reasonable arrangement, facilitating population management, socio-economic development and improving the efficiency of grassroots government operations.

In parallel, the arrangement of public service units is also being implemented according to the plan of the Central Steering Committee and the Government . The Ministry of Home Affairs has reported to the Politburo and competent authorities , aiming to basically complete the stable arrangement by 2026 , creating a foundation for organizing the implementation of development goals for the period 2026-2030 .

Minister Pham Thi Thanh Tra affirmed: "We are making efforts to speed up progress, and will focus on urgent issues immediately to ensure that the two-level local government apparatus operates smoothly, effectively, and efficiently, best serving the people and businesses."
