Review and reorganization of villages, hamlets, and residential areas nationwide is expected to take place in May 2026.

(Chinhphu.vn) - Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry is preparing a plan to review and reorganize villages, hamlets, and residential areas nationwide, expected to be implemented in May 2026. This is one of the key tasks aimed at perfecting the two-tiered local government model.

During a discussion at Group 4 of the National Assembly (comprising the delegations of National Assembly deputies from Khanh Hoa , Lai Chau, and Lao Cai provinces) on October 21st, Minister of Home Affairs Pham Thi Thanh Tra shared insights on the implementation of the two-tiered local government model over the past period.

According to the Minister, after more than three months of operation, the two-tiered local government model "is basically functioning well, without interruption or disruption, ensuring connectivity, synchronization, and uniformity from the central to local levels" – this is the biggest advantage, demonstrating the flexibility and adaptability of the new administrative apparatus.

In addition, many localities have adopted good and innovative practices , contributing to ensuring the effectiveness and efficiency of the two-level local government.

However, the Minister also frankly acknowledged that there are still some difficulties, especially regarding the quality and structure of the staff and civil servants at the commune level, which do not yet meet the requirements.

Regarding organizational structure, Minister Pham Thi Thanh Tra stated that only initial administrative guidelines have been issued so far, but fundamental institutional adjustments are needed to meet practical requirements.

Regarding decentralization, delegation of power, and delineation of authority, after review, the number of tasks delegated to the commune level is now 859, not 1,060; the majority of tasks are delegated from the central government to the provincial level, totaling 949. Thus, the level of decentralization from the central government to the local level is 56%.

"If we leave it to the localities to decide, to act, and to take responsibility, this level is not yet high enough, and we will have to continue doing so. We will conduct a comprehensive review of the decentralization and delegation of power to make adjustments accordingly," the Minister of Home Affairs stated.

In addition, the Minister stated that there are still certain difficulties regarding administrative procedures and infrastructure when implementing the two-tiered government model.

There will be no equal distribution of staffing levels.

Minister Pham Thi Thanh Tra emphasized that the current central task is to complete the entire institutional system serving the operation of the two-tiered local government model.

First and foremost, the Ministry of Interior is focusing on classifying administrative units, defining administrative standards and urban standards , considering this as the "foundation" for implementing regimes, policies, plans, and development strategies. The determination of staffing quotas will be based on job positions and the classification of administrative units , ensuring the principle of "no equal distribution of staffing."

The Ministry is currently working urgently on a proposal to report to the Politburo and competent authorities , as a basis for issuing a Resolution of the National Assembly Standing Committee and guiding decrees to concretize the relevant contents.

The institutional system needs to be further improved in terms of organizational structure , salary policies, regional allowances, leadership position allowances , and social security schemes corresponding to each type of administrative unit.

"We must completely overhaul all the mechanisms and policies that have been issued, including the National Target Programs, to ensure they are consistent with the new administrative unit classification," the Minister said.

According to the Minister of Home Affairs, ministries and agencies are actively implementing these tasks. Many issues will be fundamentally resolved after the laws are considered and passed by the National Assembly at this session, along with the guiding decrees for their implementation . "This must be done quickly; there is no room for delay," the Minister emphasized.

Besides improving institutions, the Ministry of Interior is focusing on restructuring and improving the quality of its staff and civil servants , especially at the commune level – where they directly perform their duties and interact with the people.

"The work done well in the initial phase is commendable, but going forward, we need to achieve two major goals: both fostering development and serving the people ," the Minister said, adding that the Ministry will soon issue more specific guidelines on this matter.

In addition, according to the Minister, it is necessary to continue reviewing and reassessing the results and feasibility of decentralization and delegation of power , in order to adjust them to suit practical realities.

"There are things that the commune level cannot handle, such as allocating land to businesses. Assigning this task to the commune level would initially lead to difficulties and confusion. Therefore, if there are difficulties, those that can meet the requirements will be allowed to do so, while those that cannot should be delegated to the province for flexible handling and implementation," the Minister cited as an example.

In addition, there is a major project to focus on investing in the construction of infrastructure and equipment to basically meet the operational requirements of the two-tiered local government system within 5 years.

One important task announced by Minister Pham Thi Thanh Tra is the review and reorganization of villages, hamlets, and residential areas nationwide, scheduled to be implemented in May 2026 .

The Ministry of Interior has made thorough preparations for this task to ensure a scientific and rational arrangement, facilitating population management, socio-economic development, and improving the efficiency of local government operations.

Simultaneously, the restructuring of public service units is also being implemented according to the plan of the Central Steering Committee and the Government . The Ministry of Interior has reported to the Politburo and competent authorities , aiming to basically complete the restructuring and stabilization by 2026 , laying the foundation for implementing development goals for the 2026-2030 period.

Minister Pham Thi Thanh Tra affirmed: "We are striving to accelerate progress, focusing immediately on urgent issues to ensure that the two-level local government apparatus operates smoothly, effectively, and efficiently, providing the best service to the people and businesses."
