Review and continue to promote the implementation of high-speed railway projects

At the meeting, the Ministry of Construction and the Ministry of Science and Technology reported, and delegates gave their opinions on the implementation of the tasks assigned by the Prime Minister in developing, promulgating, and announcing a set of standards, regulations, processes, and regulations on high-speed railways. Recently, the Prime Minister has issued 4 notices of instructions on this content.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged that the agencies have made many efforts in performing their assigned tasks. Up to now, the set of related standards and regulations has basically taken shape, but compared to the consistent direction of the Prime Minister in the directive documents, it has not met the requirements.

The Prime Minister requested the Ministry of Science and Technology to preside over, together with the Ministry of Construction and relevant ministries and agencies, based on the law and situation of Vietnam, international practices and ISO standards, to urgently complete the set of Vietnamese regulations and standards on the basis of referring to, inheriting and absorbing international regulations and standards; to publish according to authority and regulations, and if beyond authority, to report to competent authorities.

The National Assembly's Resolution on the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project has allowed investment in the project with a maximum design speed of 160 km/h. The Prime Minister directed research agencies to propose and select the most suitable and effective technology and develop regulations and standards according to that technology.

Similarly, with the North-South high-speed railway project, the policy of the Central Government, the Politburo and the Resolution of the National Assembly have determined the design speed to be 350 km/h. The Prime Minister requested research agencies to select the most suitable and effective technology and develop regulations and standards according to that technology.

The Prime Minister requested agencies to publicly announce the above-mentioned standards and norms to apply to projects, implement investments, call for investments in the forms of public investment, PPP investment and other forms of investment using legal capital sources; from now until October 2025, promptly complete the announcement of standards and norms to promptly deploy the next steps.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue directly directing this work.
