On the afternoon of June 17, Hue City People's Committee held a conference to deploy the activities of two-level local government.

Commune level is where people directly "touch" the government.

Chairing the conference, Mr. Nguyen Van Phuong, Deputy Secretary of the City Party Committee and Chairman of the Hue City People's Committee, affirmed that this is a major policy to build a streamlined, effective and efficient apparatus.

“From July 1, the district level will officially end its role and 40 new commune-level administrative units will begin operating. With 21 wards and 19 communes, the rate of wards in Hue is currently over 50%, among the highest in the country,” Mr. Phuong emphasized.

At the conference, Mr. Nguyen Van Manh, Director of the Department of Home Affairs, said that all functions, tasks, and decentralization and delegation of power between levels have been clearly stated in the newly issued Law on Organization of Local Government. "The commune level is the place closest to the people, where people directly access the government. All contents of assignment and decentralization have been thoroughly trained," said Mr. Manh.

Regarding the organizational structure, the Department of Home Affairs leader said that personnel appointments will comply with regulations. The positions of civil servants transferred from the district level to the commune level will be completed before June 30.

At the same time, the city will establish public service units and the Public Service Center, ensuring the new apparatus operates from July 1.

"Localities need to demonstrate high responsibility and promptly send personnel plans to relevant agencies to complete the system from the commune level up," Mr. Manh emphasized.

Ensuring no disruption to public services

One of the urgent requirements is to maintain the continuity of the public service system. Chief of Office of Hue City People's Committee Tran Huu Thuy Giang said that the city is aiming to perfect the model of receiving administrative procedures without boundaries.

“Communes and wards have the right to decide on the number of points for receiving administrative documents, which can be located at headquarters or through public postal services. The goal is to ensure that there is no interruption in procedures from July 1. In 2025, the city aims to receive 100% of procedures without administrative boundaries,” Mr. Giang affirmed.

Deputy Director of the Department of Science and Technology - Nguyen Kim Tung informed: The City People's Committee has approved the electronic identification code, creating an important foundation for authenticating and operating public services in the digital environment.

“The city’s IOC ensures data backup and safe operation. Communes need to proactively arrange infrastructure according to the instructions sent. From July 1, all official accounts will use Hue-S or VNeID identifiers, instead of regular official emails,” said Mr. Tung.

According to Mr. Tung, the city has granted certificates to 103 commune-level information technology officers. The Department of Science and Technology has requested relevant units and agencies to speed up the progress of updating data and communicate more strongly to increase the rate of authentication and enjoyment of electronic public services.

A representative of Hue City Police said that the collection and issuance of new seals for all new administrative units is being urgently carried out.

“It is expected that about 1,910 seals will need to be reviewed and reissued. The registration of new seals will be done entirely through the public service portal. By June 25, the issuance of seals to the People's Committee and councils, and party agencies at the commune level will be completed,” a representative of the city police informed.

On the people’s side, Hue City Police recommends that people should not rush to make citizen identification cards, because the legal value of the old identification cards remains the same. Agencies and businesses need to implement electronic identification soon to be eligible to use public services from July 1.

Towards a transparent digital administration

At the conference, many opinions from newly merged districts, towns and counties expressed concern about issues of infrastructure, human resources, backlog of administrative procedures and party organization.

Phu Vang District Party Secretary Tran Gia Cong expressed concern about the material conditions of the new headquarters and suggested that there should be a direction for investment in machinery and equipment. Huong Thuy Town People's Committee Chairman Le Van Cuong shared his experience in trial operation of 3 new wards and emphasized the difficulties that will be encountered in work flowcharts and getting used to the digital system.

Thuan Hoa District Party Secretary Phan Thien Dinh expressed concern about the system's readiness when the number of administrative procedures transferred is large, and many backlogs need to be processed after July 1. Mr. Dinh suggested that it is necessary to clearly communicate non-urgent procedures to extend the processing time and avoid creating pressure.

Responding to comments, Chairman of Hue City People's Committee, Mr. Nguyen Van Phuong said that the current public administrative apparatus, especially the Public Administration Service Center, can continue to operate, just needing to be rearranged and supplemented with necessary equipment.

Head of the City Party Committee's Organization Board Phan Xuan Toan informed: "The principle is that whichever unit is located in which area, the Party Committee of that area will manage it. Even vertical units will temporarily hand over the Party organization according to that principle, to ensure that the organization of the grassroots Party congress takes place on schedule."

Concluding the conference, Chairman of Hue City People's Committee Nguyen Van Phuong affirmed: The highest goal of administrative organization arrangement is to build a streamlined, modern, efficient and effective administration, serving people and businesses better and better. To achieve that, it is necessary to ensure the smoothness of state management, especially not to let the transfer of apparatus disrupt public services or affect the rights of the people.

Mr. Phuong emphasized three core principles: Promoting technology application and digital transformation; clearly assigning tasks and responsibilities, “clear people, clear work, clear responsibilities”; and organizing the handover of the new apparatus in a transparent and continuous manner.

Key contents that need to be clarified include: functions, tasks and decentralization at the commune level; information technology infrastructure, data management; seal engraving process, old seal revocation; ensuring information security in transferring population, land and administrative data.

In addition, Mr. Phuong suggested focusing on three essential areas that have a direct impact on the people: land work, operating public administrative headquarters, and natural disaster prevention. In particular, priority should be given to handling backlog of land records, building satellite headquarters models, mobile administrative services, and promoting the role of information technology in natural disaster response.

The mindset of the communes after the reorganization must be proactive and autonomous, with the role of the sole administrative focal point at the grassroots level, capable of multitasking, creating a favorable living and investment environment. The expectation is to reduce levels, increase administrative efficiency, manage clearly and directly, and move towards a digital government model and smart cities.

The Chairman of the Hue City People's Committee requested all levels and sectors to coordinate closely, proactively, urgently, and propose specific solutions to ensure the transition process takes place smoothly, creating a solid foundation for a modern administration, serving the people and contributing to the civilized and sustainable development of Hue City in the new period.

On June 16, 2025, the National Assembly Standing Committee issued Resolution No. 1675/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Hue City, according to the Government's proposal and the review of the Law Committee. This is the next important step to complete the two-level urban government model in Hue - including the city and commune levels, no longer the district level.

According to the resolution, Hue City will have 40 commune-level administrative units, including 21 wards and 19 communes. The arrangement is based on the principle of merging adjacent units to ensure the population size and area according to regulations. Only Duong No Ward will not be arranged. The new units will officially operate from July 1, 2025. The commune/ward-level administrative apparatus will be reorganized to be streamlined, ensuring continuity and efficiency. The National Assembly assigned the Government, Hue City and relevant agencies to complete the determination of boundaries, personnel, public services... and supervise the implementation to ensure substance and efficiency.
