This morning, the 10th session of the 15th National Assembly opened, reviewing 49 bills and doing personnel work.

This morning (October 20), the 10th session - the final session of the 15th National Assembly opened. The session is expected to last for about 40 days and close on December 11.

"Summary meeting to pave the way"

The session is considered to be of special importance, both as a step to summarize a term of many innovations, democracy, responsibility and efficiency, and as a preparation, "paving the way" for the journey of the 16th National Assembly term with more comprehensive and profound requirements.

Before the opening session, National Assembly deputies will visit President Ho Chi Minh's Mausoleum and hold a preparatory session at 8:00 a.m.

The opening session will take place at 9 a.m. the same day and will be broadcast live on Vietnam Television and Voice of Vietnam for voters and people to follow.

At the opening session, after the speech of National Assembly Chairman Tran Thanh Man, the National Assembly will listen to the Prime Minister present a report on the results of the implementation of the socio-economic development plan for 2025 and the five-year period 2021-2025; and the projected socio-economic development plan for 2026.

Next, we will hear the Chairman of the National Assembly's Economic and Financial Committee present a report examining this content.

The National Assembly will then hear the Chairman of the Central Committee of the Vietnam Fatherland Front present a report summarizing opinions and recommendations of voters and people sent to the 10th session. The Chairman of the National Assembly will present a draft report on the work of the 15th National Assembly term...

At this session, the National Assembly will consider and decide on 66 contents and groups of contents. These include 49 draft laws and 4 resolutions on legislative work; 13 groups of contents on socio-economics, state budget, supervision and other important issues.

Also at this session, the National Assembly will carry out personnel work including electing, approving, and dismissing a number of senior personnel in the state apparatus. Personnel work is expected to be carried out in the last days of the first working week.

This is the session with the largest legislative content compared to all sessions since the beginning of the term. In addition to the contents of the regular session, the session will also summarize the work of the 15th National Assembly term.

Many important innovations

In order to promptly remove bottlenecks and obstacles in practice, the meeting has many innovations in the way it is conducted, ensuring science, quality and success.

Due to the large workload, the 10th session did not have a mid-term break like previous sessions to ensure the early completion of the session agenda, with the spirit of working all day off to finish the session completely.

The time for presenting reports is shortened; some reports are presented in an integrated manner; the National Assembly is arranged to listen to presentations, reports and discuss in groups or halls for some draft laws, resolutions, and reports on the same field...

Another new point of the 10th session is that the National Assembly will not organize direct questioning and answering sessions in the hall like previous sessions. Instead, National Assembly deputies will send written questions for the person being questioned to answer.

At the session, the National Assembly will synthesize the report on questioning and answering questions and arrange for the National Assembly to meet in one session on this content.
