The 15th National Assembly opened its 10th session this morning - a session of special importance, both as a step to summarize a term of many innovations, democracy, responsibility and efficiency, and as a preparation, "paving the way" for the journey of the 16th National Assembly term with more comprehensive and profound requirements.
In his opening speech, National Assembly Chairman Tran Thanh Man said that according to the session's agenda, within about 40 days, the National Assembly will review, discuss and decide on a huge amount of work, many of which are of strategic importance.

It is expected that the National Assembly will consider and pass 53 draft laws and resolutions, which is the largest volume of legislative work in the history of National Assembly sessions, a vivid demonstration of the spirit of the law being one step ahead, paving the way for innovation, taking people's lives and interests as the measure of policy.
The draft laws cover most important areas, many new issues, and constant changes; promptly institutionalize new policies and resolutions of the Party, focus on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; and improve the corporate bond market, real estate, etc.
The National Assembly will review the Government's reports on the results of the implementation of the socio -economic development plan, the state budget, and the public investment plan for 2025; and the implementation of the National Assembly's resolutions on the 5-year plan for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt.
On that basis, the National Assembly considers and decides on the socio-economic development plan, state budget estimates, central budget allocation plan, public investment plan for 2026; national 5-year financial plan and medium-term public investment plan for the 2026-2030 period.

Based on the review and assessment of the results of the implementation of national target programs for the 2021-2025 period, the National Assembly will review and decide on the investment policy for the national target program on new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas by 2030; the national target program on modernization, improving the quality of education and training; people's health care, population and development for the 2026-2035 period. These programs all aim at the right people, the right needs, at the right time, so that every person and family can enjoy the fruits of equitable and sustainable development.
The National Assembly will consider and decide on adjustments to the National Master Plan for the 2021-2030 period; ratify agreements in the field of foreign affairs at the request of the President; and consider and decide on personnel work within its authority. At the same time, the session agenda will arrange time for the National Assembly to discuss and contribute opinions on draft documents to be submitted to the 14th National Party Congress.
At the session, the National Assembly will hear a report from the Presidium of the Central Committee of the Vietnam Fatherland Front synthesizing opinions and recommendations of voters and people sent to the 10th session; a report from the National Assembly Standing Committee on the results of monitoring the settlement of voters' recommendations, the results of receiving citizens, handling petitions and letters, and monitoring the settlement of complaints and denunciations sent to the National Assembly in 2025...
The National Assembly will focus on discussing the synthesis report on the implementation of thematic supervision resolutions and questions of the 14th and 15th National Assembly terms by members of the Government, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General.

The National Assembly will discuss the draft report on the 15th tenure of the National Assembly; review the 2021-2026 tenure report of the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the Supreme People's Court, the Supreme People's Procuracy and the State Audit Office.
Based on an objective assessment of the results achieved, limitations, causes, and lessons learned, the National Assembly will consider and approve a Resolution summarizing the work of the 2021-2026 term, and propose a number of issues to continue innovating and improving the operational efficiency of agencies in the 2026-2031 term. In addition, the National Assembly will consider the 2025 work reports of the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and on the work of preventing and combating corruption; preventing and combating crimes and violations of the law, enforcing judgments, receiving citizens, and handling administrative complaints and denunciations.
The National Assembly Chairman shared that in recent days, many provinces and cities have suffered natural disasters, storm after storm, flood after flood, landslides, and widespread inundation, causing heavy losses in human lives and property of the State and people.
The National Assembly requested the Government, localities and sectors to continue focusing resources and providing emergency support to damaged areas, while reviewing and proposing to perfect legal policies on natural disaster prevention and control, and climate change response, to ensure the country's sustainable development.

With the spirit of "Innovation, democracy, discipline, responsibility, and efficiency", the National Assembly Chairman requested that National Assembly deputies concentrate and make the most of their intelligence and experience, all for the benefit of the Fatherland and the people.
The National Assembly Chairman quoted General Secretary To Lam's speech on the morning of September 2, 2025, at the historic Ba Dinh Square: There is no obstacle, no reason that can stop us from reaching peace, prosperity, and the longevity and development of our nation .
