Prime Minister Pham Minh Chinh: Socio-economic development is central, Party building is key

Speaking at the opening session of the 10th session of the 15th National Assembly on the morning of October 20, Prime Minister Pham Minh Chinh emphasized that along with socio-economic development as the center, Party building is the key, cultural development is the foundation, ensuring national defense and security and promoting foreign affairs are essential and regular.

Emphasizing the socio-economic development plan for 2026, the Prime Minister proposed breakthrough solutions to achieve the highest possible goals. Stronger, more decisive, drastic, revolutionary, and comprehensive innovation in economic and social management so that the country can firmly enter a new era of development. Maintaining momentum, keeping pace, accelerating, and breaking through; closely following reality, promptly responding to emerging issues; tightening discipline; promoting decentralization and delegation of power in conjunction with strengthening supervision, inspection, urging, and removing difficulties and obstacles; continuing to promote the prevention and fight against corruption, negativity, and waste.

The Prime Minister made it clear that building and developing the country is based on the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, and national pride".

Regarding the general objectives, the Prime Minister emphasized that the Government prioritizes promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances, public debt, and state budget deficit within prescribed limits. The head of the Government also emphasized the need to quickly stabilize the organizational apparatus, build a modern, smart, streamlined, effective, and efficient administration; promote the construction and synchronous completion of development institutions, promptly and decisively remove bottlenecks and bottlenecks, unblock and release all resources...

The Prime Minister also pointed out 10 main groups of tasks and solutions. In particular, the Prime Minister affirmed to continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy; controlling public debt and state budget deficit within prescribed limits. Strive to increase state budget revenue by 10%; thoroughly save expenditure, especially regular expenditure; increase development investment expenditure to 40%; save and cut right from the budget allocation by 5% of investment expenditure (investment in the Lao Cai - Hanoi - Hai Phong railway project) and 10% of regular expenditure (supplementing sources for social security). The central budget invests no more than 3,000 projects (including transitional projects) for the period 2026 - 2030; strive for total social investment capital to reach 40% of GDP.

The Prime Minister also emphasized the solution to promote industrialization, modernization, and economic restructuring; resolutely implement the Politburo's decisions in important and key areas. The next task is to focus on building and perfecting a synchronous development institution, focusing on investment and business laws; making institutions and laws a "breakthrough of breakthroughs" and a competitive advantage. In particular, in 2026, 100% of unnecessary and contradictory investment and business conditions will be cut and simplified; 50% of time and cost of compliance with administrative procedures will be cut compared to 2024; and Project 06 and the "Digital Popular Education" movement will continue to be strongly and effectively implemented...

With the task of strengthening the prevention and fight against corruption, waste and negativity, the Prime Minister noted the need to focus on monitoring and handling post-inspection, especially the inspection conclusions of cases monitored and directed by the Central Steering Committee on Prevention and Fight Against Corruption, Waste and Negativity; effectively organize the implementation of inspection and audit conclusions; and increase the rate of recovery of money and assets due to violations, negativity and corruption.
“It is strictly forbidden to take advantage of anti-corruption, waste and negativity prevention and control to gain personal gain or interfere with or obstruct the normal operations of agencies, organizations and individuals,” the Prime Minister stated.

Another solution task proposed by the head of the Government is to continue focusing on perfecting regulations on the organization of the state administrative apparatus. In particular, it is important to pay attention to enhancing the proactiveness, autonomy, and development creation of localities; promptly removing difficulties and shortcomings to effectively operate the two-level local government, especially in terms of regulations, resources, human resources, facilities, planning, digital transformation, data, and implementation of administrative procedures.

Regarding the task of focusing on investing in the construction of strategic infrastructure projects, the Prime Minister emphasized key transport projects, railway systems, international airports, seaports, energy infrastructure, urban infrastructure, and digital infrastructure. The Prime Minister noted that there must be absolutely no power shortages under any circumstances; striving for a power growth rate of about 13-14% for the entire system in 2026. Along with that, there must be breakthrough mechanisms and policies to effectively exploit marine space, outer space, underground space... with the spirit of "reaching out" to the ocean, "going deep" into the earth and "flying high" into space.

The Head of Government also noted the task of focusing on developing high-quality human resources; creating breakthroughs in science, technology, innovation, digital transformation, education and training. In particular, focusing on building and ensuring the provision of a unified set of general education textbooks nationwide for use from the 2026-2027 school year; promoting the use of English as a second language in schools; teaching and learning artificial intelligence in general schools...

The Prime Minister also emphasized the task of focusing on comprehensive and synchronous development of cultural and social fields, improving people's lives, ensuring social security; proactively responding to climate change, preventing and combating natural disasters, strengthening resource management, protecting the environment... Consolidating and strengthening national defense and security, maintaining social order and safety; firmly pursuing an independent, self-reliant, diversified and multilateral foreign policy; creating a peaceful and stable environment for national development; being more proactive in information and propaganda work.

The Prime Minister affirmed that the past term was a journey of strong will, steadfastness, creative intelligence; a journey of faith, aspiration and the spirit of overcoming difficulties for the country and the people. The whole country has turned danger into opportunity; turned thinking into resources; turned challenges into motivation; valued time, mobilized strength from the people, achieved very valuable and proud achievements, leaving a deep mark on the process of national development and maturity in all aspects.

According to the head of the Government, entering a new phase, with the strength of great solidarity, self-reliance, national pride, aspiration to rise up and the movement of innovation, building a digital government, digital society, and digital citizens, we will definitely successfully complete the very heavy but extremely glorious tasks assigned by the Party, State and people.

“With faith and aspiration, the Government will be a pioneer, exemplary, and take the lead, vowing to devote all its capacity, intelligence, and responsibility, together with the whole country, to firmly step into a new era, an era of peace, prosperity, civilization, happiness, and firmly step forward to socialism,” the head of the Government pledged.

The Government plans 15 socio-economic development targets for 2026. Of which, the GDP growth target is expected to reach 10% or more, GDP per capita to reach 5,400 - 5,500 USD, consumer price index (CPI) growth rate of about 4.5%; average social labor productivity growth rate of about 8%; the rate of trained workers with diplomas and certificates reaches 29.5 - 30%; unemployment rate in urban areas below 4%; poverty rate according to multidimensional poverty standards to decrease by about 1 - 1.5%...
