Outrage over stepfather hitting 9-year-old girl on the head with a hammer

The case of a 9-year-old girl in Ha Tinh being hit on the head with a hammer by her stepfather has outraged public opinion. This act not only seriously harms the child’s health and life but also deeply damages the child’s spirit and psychology. Faced with this situation, the authorities must take strict action to deter and protect children’s rights.

On October 19, Vinh City General Hospital (Nghe An) admitted patient HTNL (9 years old, residing in Phu Hoa village, Co Dam commune, Ha Tinh province) for treatment. Patient L. was admitted to the hospital with many open wounds on his head, bruises from his back down to his buttocks, thighs, and legs. At the time of admission, the patient showed signs of panic and was afraid of contact.

Doctor Nguyen Trong Da, Department of Trauma and Neurosurgery, Vinh City General Hospital, said that the patient had 3 open wounds on his head, of which 2 wounds on the top of the head were small and shallow, the wound on the occipital area was wider and deeper. The wound was jagged, suspected to have been caused by a hard, blunt object. Doctors treated and performed 7 stitches. After 2 days, the patient responded well to treatment and was mentally stable. In addition, the patient's body also had many bruises. These were traces of being impacted by a solid object, new wounds, suspected to have been abused recently. The patient also had many old wounds that had faded and healed.

“To create the best conditions for the treatment process, to restore health and spirit, the hospital arranged for patient L. to stay in a separate treatment room. Currently, patient HTNL's health condition is gradually stabilizing, he is alert and responsive,” said Dr. Nguyen Trong Da.

HTNL shared that that evening, after coming home from dinner at her grandmother's house (Mrs. Tran Thi Huong, biological mother of Nguyen Van Nam - stepfather of L), her father beat her because she lied.

“That day I went to school, my grandmother came to play at home, I didn’t know. My father asked her how she knew we were killing chicken when she came to play without seeing me. I still said I didn’t know. But my father said I was lying, then he beat me. He used a wooden stick to hit me and a hammer to hit me on the head. The next day, when my mother was taking me to the hospital, she called my grandmother, she said it was my aunt who told her about it, she didn’t see me,” L said with a choked voice.

Ms. Nguyen Thi Hong, Principal of Co Dam Primary School, said that on the morning of October 19, she received a report from the homeroom teacher that student HTNL (grade 5) was receiving first aid at the Commune Health Station. When she arrived at the Commune Health Station, she was shocked to see that student L. had a serious head injury, swollen legs, was in pain all over his body and could not move on his own. Realizing the seriousness of his condition, the school coordinated with the authorities and the Commune Police to quickly take him to Vinh City General Hospital for emergency treatment.

“At school, L. was a well-behaved and gentle student. In April 2025, L. was abused and discovered by her homeroom teacher. The incident was later reported to the police, and her parents signed a commitment not to repeat the offense,” Ms. Hong added.

After the incident, authorities and local government came to encourage and visit HTNL.

The Ha Tinh Provincial Department of Health directed the Center for Social Work - Vocational Education for the Disabled to quickly coordinate with relevant units to directly support the child. In the past two days, the Center worked with the Cultural Office of Co Dam Commune, the Commune Health Station and the school to meet, encourage and do ideological work for the child. The Department sent two working groups, one to the hospital to visit and give gifts to the child; the other group worked with the commune authorities to update information and coordinate in handling the case.

Mr. Mai Le Thuoc, Deputy Director of the Department of Health of Ha Tinh province, said that the sector, in its role of participating in child protection, strongly condemns and opposes all acts of child abuse, and at the same time requests that the authorities promptly investigate, verify and strictly handle the perpetrators as well as related individuals if there are signs of violations. The Department of Health's viewpoint is to request the police to strictly handle according to the law and comprehensively consider related factors, including from the family side, to deter and prevent similar acts in the future.

Although the sector and localities have carried out many propaganda activities to raise awareness about child protection in recent times, some violations continue to occur, especially for vulnerable children. These are children in special circumstances such as parents who are divorced, separated or working far away - very vulnerable, easily exploited for exploitation and abuse. Therefore, the Department of Health recommends that local Party committees and authorities continue to strengthen their grasp of the actual situation in the locality, do a good job of communication, detect signs of risk, and not let the incident be discovered only when the consequences are too obvious.

On October 20, the Investigation Police Agency, Ha Tinh Provincial Police issued an emergency detention order, a temporary detention decision and an arrest warrant for Nguyen Van Nam (31 years old, residing in Co Dam commune) to investigate the act of intentionally causing injury.

Nam is the stepfather of baby L. The investigation agency determined that Ms. Ban Thi Binh (born in 1996, from Son La) has a stepchild named HTNL. In 2022, Ms. Binh remarried Nguyen Van Nam, and the whole family moved to rent a house in Phu Hoa village (Co Dam commune).

According to Nam’s testimony at the investigation agency, at around 6:00 p.m. on October 18, Nam took L. to his mother’s house in Van Thanh Bac village, Co Dam commune to have dinner. During the meal, Nam and his relatives drank beer. At around 10:00 p.m. the same day, Nam took L. back to the motel in Phu Hoa village.

Here, while talking, because he was angry because L.'s answer was not what he wanted and brought up the previous conflict, Nam used his hands and a wooden stick to hit L. many times.

Not stopping there, the suspect used a hammer to hit L. twice in the head, causing injury and bleeding. After committing the crime, Nam bandaged L. himself and let her go to sleep.

On the morning of October 19, Nam went to work and locked the door, leaving L. home alone. The victim then called for help through the window. People discovered her and reported her to the authorities. L. was taken to the Commune Health Station for emergency treatment, then transferred to Vinh City General Hospital.

Heartbreaking incidents like this show that the work of preventing, detecting and intervening early in domestic violence and child abuse is still limited. All levels, sectors and the whole society need to strengthen propaganda, raise awareness of children's rights; at the same time, promote the role of the community in monitoring, denouncing and promptly preventing acts of abuse. Children have the right to live in a safe environment, to be loved and respected. Every act of violence, in any form, is a crime that must be condemned and severely punished.
