On August 13th, information from the Office of the National Assembly Delegation and the Provincial People's Council of Ninh Binh Province indicated that the Ninh Binh Provincial People's Council had just issued a Resolution approving the plan for rearranging administrative units at the district and commune levels in Ninh Binh Province, for the period 2023-2025.
Ninh Binh City currently
Accordingly, the Ninh Binh Provincial People's Council approved the establishment of Hoa Lu City by merging Hoa Lu District (with an area of 103.49 km² and a population of 83,613 people) with Ninh Binh City (with a natural area of 46.75 km² and a population of 154,596 people). After its establishment, Hoa Lu City will have a natural area of 150.24 km² and a population of 238,209 people.
After the merger, Hoa Lu City is bordered to the east by Yen Khanh District, to the west by Gia Vien and Nho Quan Districts, to the south by Yen Mo District and Tam Diep City, and to the north by Gia Vien and Y Yen District ( Nam Dinh Province ).
The Ninh Binh Provincial People's Council Resolution also approved the plan to establish wards within Hoa Lu City, including: establishing Van Giang Ward by merging Phuc Thanh Ward with Thanh Binh Ward; and establishing Ninh Nhat Ward by merging Ninh Xuan Commune with Ninh Nhat Commune.
The Ninh Hai ward was established by merging Ninh Thang commune with Ninh Hai commune in its current state; the Ninh My ward was established by merging Ninh My commune with Thien Ton town in its current state; the Ninh Phuc ward was established by merging Ninh Phuc commune in its current state; the Ninh Tien ward was established by merging Ninh Tien commune in its current state; and the Ninh Giang ward was established by merging Ninh Giang commune in its current state.
In addition, the Ninh Binh Provincial People's Council also approved the policy of merging and establishing several other commune-level administrative units in the districts of Nho Quan, Gia Vien, Yen Mo, Yen Khanh, and Kim Son.
Ninh Binh province has a natural area of 1,411.86 km² and a population of 1,126,443 people. After the reorganization of commune and district-level administrative units in the 2023-2025 period, Ninh Binh province now has only 7 district-level administrative units (a reduction of 1 district), including: 2 cities (Hoa Lu and Tam Diep), and 5 districts (Gia Vien, Nho Quan, Yen Mo, Yen Khanh, and Kim Son).
Regarding commune-level administrative units, after the administrative unit reorganization in the 2023-2025 period, Ninh Binh province will have 125 commune-level administrative units remaining.
The Ninh Binh Provincial People's Council has assigned the Ninh Binh Provincial People's Committee to finalize the dossier for the administrative unit reorganization plan in accordance with regulations, for submission to the competent authority for consideration and decision.
