Simultaneously review and count public assets
Based on the central government's directives and instructions, the Provincial People's Committee issued Official Dispatch No. 696/UBND-KTTH dated April 21, 2025 on the arrangement, placement, and handling of public assets when implementing the arrangement and reorganization of administrative units.
Implementing the direction of the Provincial People's Committee, the Department of Finance has deployed instructions for the People's Committees of districts and cities to organize the review and statistics of public assets in the management area to ensure requirements and progress with a spirit of determination, urgency and seriousness.
Mr. Phung Van Nghia, Chairman of the People's Committee of Chi Lang district, said: To implement the plan to arrange and handle public assets when rearranging commune-level administrative units, the district has established a steering committee and requested agencies and units to review all assets. Through statistics and review, the whole district has 41 real estate headquarters and more than 3,000 assets; of which more than 900 assets are worth VND 10 million or more and more than 2,000 assets are worth less than VND 10 million. The district People's Committee has compiled a report and proposed an arrangement plan to the Department of Finance in accordance with the plan set forth by the Provincial People's Committee.
“Implementing the direction of the Provincial People's Committee, the Planning and Finance Department and the Department of Health have advised on the development of a plan to arrange and handle public assets such as houses and land of the health sector; established working groups to inspect the current status of houses and land to develop a handling plan according to the set plan, ensuring effective use and avoiding waste. Up to now, through review and statistics, the department is managing a total of 281 medical station houses and land. The arrangement plan is determined to include: retaining and continuing to use 189 medical station houses and land to arrange 65 main medical stations and 124 stations; 74 surplus houses and land are assigned to the People's Committees of the new communes for management and transfer of 12 houses and land foreducational and cultural purposes... The new medical stations after the arrangement inherit all assets from the previous arranged commune, ward and town medical stations for management and use. Through the monitoring of the Department of Finance, currently, agencies, units and communes have seriously and properly implemented the review of all public assets, including headquarters, land, houses, vehicles, machinery and equipment, in accordance with the instructions. Specifically, the preparation of records and tables clearly stating the quantity, quality, usage status and remaining value of assets; classification of assets according to their intended use such as offices, business establishments, surplus assets, specialized assets, etc. are all carried out in detail.
Mr. Nguyen Chien Hiep, Vice Chairman of Dinh Lap District People's Committee shared: In the process of reviewing and making statistics on public assets, Dinh Lap District has the characteristic of a fairly synchronous system of infrastructure for commune headquarters and new equipment, and property records are kept and managed systematically. Therefore, the preparation of detailed property tables is very convenient, the district has completed the review of public assets including 56 houses and land; 5 shared cars and 624 pieces of machinery and equipment and compiled reports, developed usage plans to send to the Department of Finance for appraisal, and submitted to the Provincial People's Committee for approval of the plan to arrange and handle public assets.
During more than 1 month of implementation (from April 21 to the end of May 2025), districts and cities have completed statistical review in accordance with the direction of the Provincial People's Committee. According to data from the Department of Finance, in 11 districts and cities of the province, there are currently 1,883 real estate establishments (388 offices, 1,495 public service establishments); communes, wards and towns have 266 real estate establishments. Districts and cities have 83 cars (56 cars for general work, 27 specialized cars); units under the management of the district have more than 28,100 assets of machinery and equipment; Communes, wards and towns manage 4,482 machinery and equipment assets... This is a valuable public asset source to ensure working conditions for officials and civil servants in performing state management tasks as well as providing public services to people and businesses under the new administrative unit operating from July 1, 2025.
Reasonable arrangement for long-term goals
After completing the review and statistics of public assets, the development of a plan for management, allocation and use of public assets was considered by the Department of Finance based on the principle that the arrangement and placement of assets must be suitable to the objects of management and use, the nature and characteristics of the assets, making the most of the resources of existing assets but must have a long-term vision to serve long-term goals.
Discussing this content, Ms. Nguyen Anh Yen, Deputy Director of the Department of Finance, said: Based on the results of statistics and reviews of the People's Committees of districts and cities, the Department of Finance has advised the Provincial People's Committee to approve the plan for arranging, organizing, and handling public assets when arranging the organizational apparatus and administrative units in Decision No. 1296/QD-UBND dated June 16, 2025, as a basis for allocating headquarters, real estate, and assets to the People's Committees of new communes and wards after the merger.
“After rearranging 15 commune-level administrative units of Van Quan district and 3 communes of Cao Loc district; Van Quan district has 6 grassroots administrative units including: Van Quan, Tri Le, Yen Phuc, Diem He, Tan Doan and Khanh Khe with a total of 443 cadres, civil servants and public employees working in the new communes. To operate the new commune apparatus, the District People's Committee is speeding up the arrangement and allocation of facilities such as offices, vehicles and equipment according to Decision 1296 of the Provincial People's Committee for the units, basically meeting the set progress requirements. In particular, the District People's Committee has arranged cadres, vehicles and equipment for the commune-level public administrative service center so that from July 1, the new administrative apparatus will officially come into operation with the spirit of not interrupting work, especially handling administrative procedures for people and businesses.” Mr. Hoang Van Thuan, Chairman of Van Quan District People's Committee |
Accordingly, the Provincial People's Committee assigned the following agencies, organizations and units to arrange and manage 391 houses and lands; of which: 56 houses and lands were assigned to be used as headquarters of the Party and mass organizations of 65 communes and wards; 68 houses and lands were assigned to be used as headquarters of the government of 65 communes and wards. The remaining 267 houses and lands were assigned to the following agencies, organizations and units to arrange for use and management according to regulations. For 175 houses and land facilities expected to be surplus, the Provincial People's Committee assigned the People's Committees of the following communes and wards to arrange and manage them according to Decree No. 03/2025/ND-CP of the Government regulating the rearrangement and handling of public assets such as houses and land and Plan No. 42/KH-UBND dated February 12, 2025 of the Provincial People's Committee on rearranging and handling public assets such as houses and land of agencies, organizations and units under the management of the province.
Regarding cars, the People's Committees of districts and cities are currently managing and using 83 cars for general work and specialized vehicles. The Provincial People's Committee assigned the communes and wards to arrange and manage 51 cars for general work and 4 specialized vehicles; the remaining vehicles are assigned to public service units to manage and use in accordance with the regulations... The Department of Finance has also consulted on a plan to supplement the missing number of cars for general work to ensure that after the arrangement, 65/65 communes and wards are allocated 1 car each.
Mr. Nguyen Tuan Nam, Secretary of Trang Dinh District Party Committee, said: Implementing Decision 1296 of the Provincial People's Committee, the district has basically completed the allocation and arrangement of facilities to serve the operation of the new commune after the merger. Currently, the staff and civil servants of the new communes are ready to officially operate from July 1, 2025.
In just a few days, the new communes and wards will officially come into operation. The arrangement and organization of public assets at the units is the basis, the necessary and sufficient condition for the new commune-level administrative units to operate stably from the first day. At the same time, the reasonable and scientific arrangement and organization of public assets will contribute to the communes and wards to perform well the tasks of state management, providing public services to people and businesses, thereby contributing to the good implementation of the task of local socio-economic development.
