Arrange, innovate and improve the operational efficiency of agricultural and forestry companies

(Baoquangngai.vn) - On the afternoon of April 25, Deputy Prime Minister Le Minh Khai chaired a national online conference to deploy the work of arranging, innovating, developing and improving the operational efficiency of agricultural and forestry companies (NLN). Vice Chairman of the Provincial People's Committee Tran Phuoc Hien attended the meeting at the Quang Ngai bridge.

Implementing Resolution No. 30-NQ/TW dated March 12, 2014 of the Politburo on the arrangement, innovation, development and improvement of the operational efficiency of NLN companies, up to now, the Prime Minister has approved 40/41 master plans of localities and units. Currently, 161/256 NLN companies in 31 localities, 3 corporations, general companies and units under the Ministry of National Defense have completed the arrangement and innovation, including: 76 companies restructured, maintaining the model of a State-owned LLC holding 100% of the charter capital; 54 companies equitized; 22 companies converted into LLCs with two or more members; 3 companies converted into Forest Management Boards, 6 companies dissolved.

For Quang Ngai, the province has developed and the Government has approved a Master Plan to reorganize, innovate, and improve operational efficiency by restructuring Ba To Forestry One Member Co., Ltd., equitizing 24/3 Agriculture and Forestry One Member Co., Ltd., and dissolving Tra Tan Forestry One Member Co., Ltd.

To remove difficulties for NLN companies after renovation and reorganization, Quang Ngai proposed that the Government consider issuing a special financial mechanism for NLN companies after completing the Project on renovation, reorganization, and improving operational efficiency; including regulations on funding to support the resolution of financial problems for NLN companies that have been dissolved but are unable to pay. Regarding Ba To One Member Co., Ltd., after the period of 2021 - 2025, Quang Ngai will re-evaluate the operations of this unit and propose to develop a plan to convert the company to operate under the Nature Reserve model.

Concluding the meeting, Deputy Prime Minister Le Minh Khai requested that ministries and local branches urgently review and synthesize the State budget needs to support dissolved companies that are insolvent and send them to the Ministry of Finance. On that basis, the Ministry of Finance shall preside over and coordinate with the Ministry of Agriculture and Rural Development, localities and relevant ministries and branches to submit to competent authorities for consideration and decision on the mechanism to support dissolved NLN companies that are insolvent; the mechanism to supplement charter capital for NLN companies that are 100% state-owned LLCs, as stipulated in Clause 7, Article 1 of Decree No. 04/2024/ND-CP.

Ministries, sectors and localities shall strengthen the direction, guidance and urging of the completion of the review, measurement, marking, and issuance of land use right certificates, as well as thoroughly resolve disputes, encroachment and improper use of land.
