Arrange and organize branches and transaction offices of the Bank for Social Policies to ensure smooth and effective operations.

Implementing the direction of the Central and Government on summarizing the implementation of Resolution No. 18-NQ/TW and the spirit of Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the efficiency of social policy credit (CSXH) in the new period, the Vietnam Bank for Social Policies is rearranging the organizational apparatus from the Central to the grassroots level.

The arrangement is to ensure compliance with the arrangement plan, organization of administrative units, local authorities at 2 levels; maintain and ensure the network of branches, transaction offices, transaction points, savings and loan groups of the Social Policy Bank to operate smoothly, effectively, efficiently, and sustainably.

Specifically, continue to maintain the current model of the Bank for Social Policies's management apparatus at the central and provincial levels (no longer has the Board of Directors of the Bank for Social Policies at the district level). At the branches of the Bank for Social Policies in provinces/cities, reorganize 63 branches into 34 branches to synchronize and unify with the provincial administrative units after the reorganization.

In addition, 29 transaction offices were established under the branches of the Bank for Social Policies in provinces and centrally-run cities to manage operations and implement policy credit in the areas where the old branches were operating.

Regarding the arrangement and organization of the activities of the Social Policy Bank at the grassroots level, 619 Social Policy Bank transaction offices will continue to be maintained (renamed). This includes consolidating and adjusting the scale to suit the reality and meet the operational requirements in the new period, basically performing the functions and tasks of the district-level Social Policy Bank transaction offices as they are now (except for the advisory work for the Board of Directors at the district level).

The General Director of the Social Policy Bank is reviewing, giving opinions, and submitting to competent authorities for approval the plan to arrange personnel at the new provincial/municipal Social Policy Bank branches, consolidate the operating areas of transaction offices; organize transactions (operations of transaction points, transaction sessions at the grassroots level, savings and loan groups), ensuring that after the arrangement, the units start operating immediately, without interruption of work or leaving the area vacant.
