The leaders of the Ho Chi Minh City Digital Transformation Center said they are urgently implementing and completing each item according to the plan to ensure the operation of the information systems of Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province after the merger.
The names of new agencies and new provinces after the merger and streamlining will have many changes.
Urgent completion of interconnection systems
However, the first thing to do is to connect data and systems of the merged units. Accordingly, in phase 1 (mostly completed before the merger), the focus will be on ensuring essential systems to operate information systems in wards, communes, and special zones.
For example, after completing the assignment of identification codes to new commune-level administrative units from the two above-mentioned provinces, the unified administrative procedure settlement information system will be tested in a number of units.
It will then be evaluated and deployed to the remaining units... Other systems will also be focused on completion such as: single sign-on (Single Sign-On - SSO), paperless meetings, Digital Government app...
In addition, the Ho Chi Minh City Digital Transformation Center is also synthesizing the situation and current status of data centers in Binh Duong and Ba Ria - Vung Tau provinces to have a plan for interconnection, connection, and sharing between information systems, and at the same time propose a data storage plan (centralized, decentralized) suitable to the actual situation and processing capacity of the data center.
Phase 2 will be the operation and management of Ho Chi Minh City in a digital environment, expected to be completed by the end of this year.
The goal of the above plan, according to the representative of the Ho Chi Minh City Digital Transformation Center, is to ensure that people, businesses and stakeholders can access and exploit information systems and databases on a unified, synchronous, easy-to-use interface and ensure safety, information security and data confidentiality.
Update the names of new agencies immediately
Meanwhile, many state agencies at all levels have also proactively changed information on digital technology platforms, including official accounts (OA) on the Zalo application to easily interact with people.
For example, the Department of Civil Status, Nationality and Authentication has been changed to the Department of Administration and Justice; the General Department of Taxation has become the Tax Department; the Department of Planning and Investment of Hanoi has become the Department of Finance of Hanoi; the Bac Giang City Police has become the Tran Phu Ward Police, Bac Giang Province; the Tien Giang Province Tax Department has become Tien Giang - Tax Branch of Region XVII; the Binh Duong Province Social Insurance has become the Social Insurance of Region IV...
The merger and change of information of administrative units across the country will lead to many changes in information of Zalo OA pages. Understanding the changes will help people access official information sources, limiting worries about fake news or fake scammers when they realize that the old OA name has changed.
By the end of 2024, there will be more than 17,000 Zalo OA of state agencies and utility units from central to local levels on the Zalo platform, serving people across the country with more than 40.7 million followers.
Zalo OA are official information channels, opening up a space to connect with the masses, both maintaining the information and propaganda functions and helping people interact, reflect, contribute ideas and make recommendations easily and effectively.

1. Build a communication program that is close and easy to understand. Instead of just announcing, we should provide detailed instructional videos, intuitive infographics and organize training sessions at the ward and commune levels to help people gradually get acquainted with the new system.
2. Set up a multi-channel support system. In addition to the hotline, it is necessary to deploy smart chatbots, on-site support teams at reception points, and especially "digital help points" dedicated to the elderly or those who are not familiar with technology.
3. Apply the "step-by-step conversion" strategy. In the initial stage, maintaining the old and new systems in parallel helps people have time to adapt and freely choose the method that suits their abilities.
4. User-friendly interface design, including step-by-step instructions, simple layout, multi-language support, and features like zoom in/out, ensuring accessibility for people with disabilities.
