At the press conference, answering questions from reporters of the Journalist & Public Opinion Newspaper about the implementation of policy communication work, Mr. Dang Khac Loi, Deputy Director of the Press Department ( Ministry of Information and Communications ) said that the Ministry has requested ministries, branches and localities to provide a list of teams working on policy communication, spokespersons and providing press information to form a nationwide media connection network.

Mr. Dang Khac Loi said that immediately after Directive No. 07/CT-TTg dated March 21, 2023 of the Prime Minister on strengthening policy communication was issued, the Ministry of Information and Communications issued Decision No. 765/QD-BTTTT dated April 28, 2023 on the Action Program to implement this Directive.
This is a program that includes many contents, including some main contents: Firstly, it is to develop and implement training programs to improve professional skills for the media team of ministries, branches and localities, reporters, editors and grassroots information officers to carry out policy communication work and provide information to the press.
Second, develop a Handbook on policy communication. Specifically, after completing the Handbook, the Ministry will organize training courses for localities and reporters from press agencies nationwide. It is expected that in 2023, the Ministry will organize 3 training courses in 3 regions: North - Central - South. The Deputy Director affirmed that when the Handbook is issued, these training courses will be organized immediately.
Third, the Ministry of Information and Communications has issued Official Dispatch No. 2017/BTTTT dated May 31, 2023 to ministries, branches and localities requesting the development of a plan to implement Directive No. 07/CT-TTg dated March 21, 2023 of the Prime Minister on strengthening policy communication work. In the dispatch, the Ministry requested ministries, branches and localities to provide a list of policy communication teams, spokespersons and press information providers to form a nationwide communication network.
Emphasizing that this is a very important and key task in the coming time, Mr. Dang Khac Loi said: "This is the work we will carry out thoroughly, aiming for 100% of spokespersons to be in central ministries and branches; 100% of spokespersons to be in People's Committees of centrally-run provinces and cities; 100% of spokespersons to be in departments and branches under provinces and cities; 100% of spokespersons to be in districts, towns, and cities under provinces; 100% of spokespersons to be in communes, wards, and towns... This is also one of the regulations in Decree No. 09/2017 of the Government on speaking and providing information to the press by state administrative agencies".

Sharing specifically about the implementation strategy up to this point, the Deputy Director of the Press Department provided more information: According to statistics, we have about 12,542 spokespersons from commune, ward and town levels to the Central level and up to now, the Department has compiled about 1,040 spokesperson contacts and provided information to the press, compiled and reported to the Ministry's leaders.
"In the coming time, when we have compiled a complete list of spokespersons in localities and ministries, we will post it on the Ministry's Information Portal. This is similar to posting the operating licenses of press agencies on the Portal. Surely that will help journalists to easily grasp information about spokespersons from the commune and district levels and above, facilitating their contact activities..." - Mr. Khac Loi said.
Regarding the problem of coordination and implementation, Mr. Loi also said that there are no difficulties at present. However, to proactively develop solutions, the Ministry is researching and building software with the function of updating new information because in reality, spokespeople often change a lot, sometimes after only a few months. If there is this system, when there is a change, the units only need to update and the Ministry can receive that change...
