On May 22, continuing the 9th session, the Government submitted to the National Assembly a draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying generaleducation programs at educational institutions in the national education system.

Authorized by the Prime Minister to present the report, Minister of Education and Training Nguyen Kim Son said that based on the conclusions and directions of competent authorities, the Government submitted to the National Assembly tuition exemption for preschool children, general education students, and those studying general education programs at public educational institutions.
At the same time, tuition support will be provided for preschool children, high school students, and those studying general education programs at private and public educational institutions. The level of tuition support will be decided by the Provincial People's Council. The Government proposes to apply the policy from the 2025-2026 school year.
Regarding tuition support for students at private educational institutions, Minister Nguyen Kim Son explained that 5-year-old preschool children at private institutions, primary school students at private schools in areas where there are not enough public schools, and secondary school students at private institutions are receiving tuition support from the state budget.
Therefore, the provision of support for both students at public and private educational institutions fully demonstrates the superiority of the regime, ensures consistent implementation of policies, fairness in access to education; encourages the development of non-public education, and enhances the socialization of education. The above provision is also consistent with the 2013 Constitution, the Law on Education, and the Conclusions and Directions of the Politburo.
According to statistics for the 2023-2024 school year, the country has a total of 23.2 million students, of which the public sector accounts for the majority with 21.5 million, and 1.7 million students study in non-public schools. Of these, 4.8 million are preschool children, 8.8 million are primary school students, 6.5 million are secondary school students and 2.99 million are high school students.
The total estimated budget for implementing the policy of exempting and supporting tuition fees for students from kindergarten to grade 12 nationwide from September 1, 2025 is VND30,000 billion. Of which, the public sector is VND28.7 trillion; the private sector is VND1.9 trillion. Thus, to fully implement the policy of expanding tuition exemption and support according to the conclusion of the Politburo, the state budget needs to increase by VND8,200 billion.

On the side of the examining body, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that the Committee agreed with the necessity of issuing the Resolution. The Committee basically agreed with the policy of exempting and supporting tuition fees for preschool children and students of public, private and non-public schools in the draft Resolution.
Regarding the method of paying tuition support for preschool children, high school students, and students of general education programs at private educational institutions, based on the opinion of the National Assembly Standing Committee, the Committee proposes that the Government study and regulate the payment of tuition support for this group of subjects by directly providing it to the students.
The review agency also requested the drafting agency to carefully assess the budget balancing capacity of localities, especially localities with difficult socio-economic conditions.
At the same time, add the amount of funding for students studying the General Education Program at continuing education institutions and other educational institutions to the total state budget funding needs to implement tuition exemption and support from the 2025-2026 school year for the subjects according to the draft Resolution.
